Signs of the USSR Postal Payment (1928) - a list ( catalog ) of postage stamps ( postage stamps ) entered into circulation by the Directorate for the Publication and Forwarding of Postage Marks of the Peoples Commissariat of Posts and Telegraphs of the USSR in 1928 [1] [2] [3] .
From February to December 20, 1928, 16 postage stamps were issued , including 4 commemorative ( commemorative [Comm 1] ), 2 standard ones with an overprint of the new nominal "8 kop." Of the first issue (1923-1927) [5] [6] [7] , 7 - the second issue of standard marks (1927-1928) [8] and 3 standard marks (1925-1939) “B. I. Lenin ” [8] [9] .

Standard Grade Issues
The first issue of standard stamps (1923–1927)
In January 1928 a typographical overprint of the new nominal “8 kop.” Was made on the stamps ( TsFA No. 131) and ( TsFA No. 155) of the first issue of standard USSR stamps (1923—1927) [15] . The drawing on the postage stamps of the first standard edition of the USSR repeated the images on the stamps of the fourth standard edition of the RSFSR of 1922-1923.

The Standard "Lenin" (1925–1939)
In 1928, the issue of standard postage stamps with a portrait of V.I. Lenin was continued - stamps of the sample of 1928-1929 with a par value of 3; 5 and 10 rubles . In May, stamps of the sample of 1925–1926 with a nominal value of 5 and 10 rubles (artist V. Korzun ) were reissued, and in November a brand with a nominal value of 3 rubles (artist D. Golyadkin ) was released [11] [20] .
