The joint children’s complex ( Bulgarian. A child’s complex ) in Kardzhali was created in the summer of 1995 through the association of the Center for Work with Children (formerly the Pioneer House), the Center for Technical and Scientific Creativity of Schoolchildren and the School of Sports for Schoolchildren [1] .

In the UEC, pedagogical forms are presented, united in three directions: scientific-cognitive, artistic and creative, and sports. Classes are designed for children from 6 to 19 years. All classes are free [1] .
The UEC has a modern material base, a complex of buildings with an adjacent territory within the city limits near the Prostor Park and the Children's Railway . In the UEC there are 27 different pedagogical forms - clubs (journalists, ecologists, etc.), schools (ballet school [2] , school of modern dance), creative teams [1] . Employees of the UEC organize regional hikes in the Kardzhali region , trips to other regions of the country and to the sea [3] .
The UEC Kardzhali (together with the Ministry of Education and the Kardjali Community) organizes the annual national holiday of children's art “The Magic World of the Rhodopes ” [4] . Information about the competition is distributed including through the Ministry of Education of the Republic of Bulgaria [5] . Photographs and children's drawings selected within the framework of the contest are exhibited in the UEC Gallery [6] , and the finalists are invited to Kardzhali for a holiday, which also includes visits to places of interest (usually a trip to Perperikon ).
In 2018, 1493 works participated in the contest “The Magic World of the Rhodope Mountains”, sent from 88 locations [7] [8] ; the holiday took place on October 27, and on October 28, delegations (over 60 children) traveled to Perperikon. Special awards for the competition are provided by the Kyrgyz media and organizations - in particular, the local newspaper "Nov Belum" [8] .
Students in the UEC Kardzhali children participate in all-Bulgarian and international actions - including in the sessions of “children's and youth parliaments”.
Another important institution of additional education in Kardzhali is the House of Culture , in which, in particular, there is a children's music school.
