Biography
Born in the town of Rechitsa, Minsk province, from where his family moved to Petrograd in 1917.
He graduated from the Leningrad Training Combine of the Civil Air Fleet (1935), later transformed into the Leningrad Institute of Civil Air Engineers, majoring in motor engineering. He worked there as a teacher. After defending his dissertation, he became one of the first candidates of technical sciences in the field of aircraft engine strength.
In 1941, the Leningrad Institute of Civil Air Fleet Engineers was transformed into the Leningrad Air Force Academy, after the start of World War II - in evacuation to Yoshkar-Ola. There, Palley taught already as a soldier. He had the military rank of colonel engineer.
In 1947 he was sent to Riga, organized and headed the Department of Design and Strength of Aircraft Engines in the newly formed First Air Force Engineering School (later - Riga Red Banner Higher Engineering Technical School - RKVIAVU, since 1960 - Institute of Civil Engineers, since 1967 - Riga Institute of Civil Aviation Engineers ), where he worked until the end of his life.
The author of scientific articles, textbooks and manuals, reference books. His research interests are related to solving the problems of strength and dynamics of critical parts of aircraft engines: early research in the field of piston engines (longitudinal vibrations of crankshafts and hydrodynamic calculation of plain bearings), later - work related to turbojet engines.
He died on June 18, 1979 in Riga.
