Igor Sergeyevich Kitsul (born March 24, 1972 , the village of Khrebtovaya, Nizhneilimsky District, Irkutsk Region ) is a Russian scientist, specialist in the field of public health organization and theoretical foundations of public health . Head of the Department of Public Health and Health Care, Irkutsk Branch of the Russian Medical Academy of Continuing Professional Education (RMANPO) of the Ministry of Health of the Russian Federation. Doctor of Medical Sciences (2002), professor (2008), professor of RAS (2018), author of 20 monographs and more than three hundred scientific articles.

Education. Beginning
I. S. Kitsul was born in the Irkutsk Region ( RSFSR ) in 1972.
In 1989-1995 he studied at the medical and preventive faculty of the IGMI (Irkutsk State Medical Institute), now IGMU (U = university), in 1996 - at the internship of the IGMU, specializing in social hygiene and healthcare organization, and in 1996-1998 he was Postgraduate Research Institute of Soc. hygiene, economics and health management them. N. A. Semashko RAMS , mountains. Moscow [1] .
In 1998, the Research Institute. Semashko led by A. L. Lindenbraten defended his thesis, theme: "Scientific analysis of the influence of the initial state of patients on the effectiveness of medical care." Four years later, in 2002, at the age of 30, he became a doctor of science, which was the first time in the history of the specialty “Public Health and Health Care”. Place of protection: Scientific Research Institute of Clinical and Experimental Medicine ( Novosibirsk ), title of doctoral dissertation: "The scientific substantiation of the adult population's need for dental care and its optimization in modern conditions" [2] .
He speaks Russian, English, Polish and Ukrainian.
Professional career
From 1995 to 2003, he went from an assistant to a professor at the IGMI (IGMU), working first at the Department of Social Hygiene and Health Care Organization, and later at the Department of Public Health and Health Care. In 2006, he became a professor at the Department of Public Health and Health Care of the Irkutsk Institute for Advanced Medical Studies (now IGMAPO - Irkutsk State Medical Academy of Postgraduate Education - a branch of RMANPO ), in 2008 received the title of professor, and in 2012 headed the department [1] .
Scientific work and achievements
The scientific activity of I. S. Kitsul includes the following areas:
- identification of inefficiency zones in the region’s healthcare management system;
- improving the standardization of medical care at the regional level;
- development and implementation of medical care quality management technologies based on integrated management systems [3] ;
- development and implementation of organizational technologies that increase the efficiency of medical services;
- development of an innovative model of self-regulation of medical activity and its experimental testing [4] [5] ;
- analysis of the quality and safety of medical activities [6] .
Research covers all stages: the development of basic concepts, testing, evaluation of effectiveness and implementation.
I. S. Kitsul is the author and scientific co-director of the first project in the Russian Federation on the introduction of self-regulatory mechanisms in healthcare, which was implemented in the Irkutsk region in conjunction with the Federal Service for Supervision of Healthcare (Roszdravnadzor). The experience was summarized in the monograph “The Formation and Development of Self-Regulation Mechanisms in Health Care of the Russian Federation” in 2010.
In total, I. S. Kitsul has published over 400 printed works, of which more than 300 scientific publications (including 20 monographs) and 48 educational and methodical publications. According to the Russian Science Citation Index (RSCI), these works were cited more than 1,200 times in total; the Hirsch index is 15 [7] . All information is current as of 2018.
As a mentor, he prepared 20 candidates of sciences, acting as a leader or consultant. Two of his students subsequently became doctors of sciences [8] .
Awards, recognition
- The year 2006 was marked by the departmental award of the Ministry of Health and Social Development of the Russian Federation - the badge "Excellence in Health Care" [8] .
- 2010 - Laureate of the prize of the Governor of the Irkutsk region in the field of science and technology for his work on the topic: "Improving the management system of regional health care" [8] .
- 2009, 2010, 2013, 2016 and 2017 - diplomas of the magazine "Health Manager" to the winner of the contest "Original managerial decisions in the field of regional healthcare management" for the cycle of the most relevant publications [8] .
- He was awarded the diplomas of the mayor of the mountains. Irkutsk (2014) and the Governor of the Irkutsk Region (2017) for his great contribution to the development of healthcare and the training of medical personnel for the city and the region [1] .
- 2018 - awarded the honorary academic title “ Professor of the Russian Academy of Sciences ” [9] .
