The construction of the power plant began in 1961 in accordance with the 4th five-year plan for the development of the national economy of the NRB , excavation work began in October 1961, and in 1964 the first phase of the enterprise was commissioned under the name of the Ruse plant [1] . In 1971, the third block was built and in 1985 the fourth block, after which the capacity of the CHP increased to 400 MW.

The combined heat and power plant was built according to the program of industrial cooperation of the CMEA countries , equipment was installed here for the production of Czechoslovakia and the USSR.

In 1989, it was decided to transfer Bulgaria to a market economy, after which the National Electric Company was created (which was transferred to the CHP).

On October 18, 1994, a Russian-Bulgarian agreement was signed on cooperation in the field of energy, coal mining and gas supply, which provided for the participation of Russian enterprises in the reconstruction and modernization of the Ruse-Vostok-1U block of the Ruse-Vostok heat and power plant [2] .

In 2000, the Toplification Ruse joint-stock company EAD was created, which has been in charge of the CHP since that time [3] .
