History
Initially, the United States did not have a central legal department. The Attorney General worked alone; he did not have a bureaucratic structure subordinate to him. In 1867, the US Congressional Law Commission, chaired by William Lawrence, concluded that a “Department of Justice” was needed. On February 19, 1868, a corresponding bill was introduced to Congress, but was not adopted. In February 1870, Thomas Jenkes introduced another bill that was passed by the House of Representatives and the Senate . In 1872, the administration of prisons was transferred to the new department, and over time its functions have grown and expanded significantly.
