Genkin, Artem Semenovich

He graduated in 1995 from the Finance Academy under the Government of the Russian Federation (currently - Financial University), faculty of international economic relations, with honors. He studied at the National School of Insurance (ENAss, Paris) with a degree in Insurance Management.

2008 - headed the electronic payment section at RAEC (Russian Association of Electronic Communications)

2009 - became a member of the Board of Trustees of ROCIT (Regional Public Center for Internet Technologies)

2009 - in the Commission on the use and development of the Internet in the Russian Federation under the Ministry of Communications of the Russian Federation, he headed the working subgroup on electronic commerce.

In 1992, at the age of 18, he became the sole winner of the All-Russian contest of student works in the field of economics, organized by the Reform Foundation, academician S. S. Shatalin . At age 19, an article by A. Genkin, “The Market and the Social Sphere: Is Harmony of Interests Possible,” was published in the journal Voprosy ekonomiki . At 31, he defended his doctoral dissertation on the "heretical" topic at that time: "Realization of economic interests in the private and national monetary system" ^[6] . In his works, he creatively develops the theory of money in the spirit of the Austrian economic school .

5 years before the manifesto, Satoshi Nakamoto , in 2003, made his manifesto (in the book “Planet of Web-money”): “Everyone who can do it can create their own money!” And “Society can freely trust any type of money ! "

In 2010, in the article “” in the magazine “World of the New Economy” (No. 1 (7), after analyzing the Irving Fisher exchange equation for the case of the introduction of new payment instruments, he discovered the so-called “substitution effect” and “recapitalization effect " ^[7] .

One of the first to open to the mass Russian reader the works and theories of Friedrich von Hayek (Nobel Prize in Economics, private money theory), Silvio Gesell (currency with a negative interest rate), Eduard Rigel (theory of a non-political monetary system), Michael Linton (local exchange system) , David Chaum (the concept of “blind signature”) and others. He took part in the development of the Law of the Russian Federation “On the National Payment System” and legislative discussions around the so-called “ban on money surrogates”.

Over the years, Professor A.S. Genkin is a member of the Dissertation Council for awarding doctorates and doctoral degrees in the specialty 08.00.01 “Economic Theory” at the Financial University under the Government of the Russian Federation ^[8] .

Co-author and copyright holder of the utility model patent "System for the provision of services in the field of document creation" No. 118454 from 01/28/2016, co-author of the invention "Information-analytical system for the integrated evaluation of credit institutions" patent RU 2621417 C1 ^[9] .
