The US Treasury [4] and the EU Foreign Affairs Council [3] identify Mishkin with a man known as Alexander Petrov, one of the suspects in the poisoning of Sergei and Julia Skripal, as well as Nick Bailey , Don Sturgess (died July 8, 2018) and Charlie Rowley in the UK . On December 19, 2018, the United States imposed personal sanctions against Mishkin [5] , officially associating the pseudonym Alexander Petrov with him [1] . Biography
According to the Bellingcat publication [7] and according to the authorities of the USA , Great Britain and the European Union , Mishkin was born on July 13, 1979 in the village of Loiga or in Kotlas [1] . He lives in Moscow [1] . According to investigative journalism, he studied at the Military Medical Academy [8] [9] [10] [11] .

On December 19, 2018, the US Treasury Department put Mishkin on the sanctions list, identifying him with a man known as Alexander Petrov and accused by Britain of attempting to assassinate Sergey and Julia Skripal [4] . On October 10, 2018, according to RIA Novosti , Dmitry Peskov said that he would not check information that Mishkin allegedly has the title of Hero of Russia . Two people who identified themselves as Alexander Petrov and Ruslan Boshirov gave an interview to Margarita Simonyan , editor-in-chief of RT , published on September 13, 2018. They reported that they work in the fitness industry , rejected their involvement in the poisoning of the Skripals, and the visit to Salisbury , which coincided with the poisoning, explained their desire to explore local attractions, including Salisbury Cathedral and Old Sarum [13] [14] .
