Biography
Born in a working class family [4] . In 1960 he graduated from the Law Faculty of Leningrad State University [5] .
He served in the police: detective officer of the 45th police station ( Nevsky district of Leningrad, 1960-1962), investigator, senior investigator of the Investigative Directorate of the Police of the Lenoblgorispolkom (1963-1970), head of the investigation department in the Dzerzhinsky district (1966-1970), deputy chief, head 3rd Investigative Department (1970-1989), deputy head of the Investigative Department, head of the Investigation Department of the Central Internal Affairs Directorate of the Lenoblgorispolcom (1989-1991) [5] . Major General of Internal Service (1991). In 1991-1994, he was the head of the Central Internal Affairs Directorate of St. Petersburg and the Leningrad Region, at the same time the head of the Criminal Police of the Central Internal Affairs Directorate for St. Petersburg and the Leningrad Region (1991-1994) [5] . During the events of 1991 and 1993, he did not allow serious collisions in the city [6] [7] .
In 1994 - head of the faculty of the Higher School of Police of the Ministry of Internal Affairs of the Russian Federation [4] [5] .
Political Activities
In 1995, he headed the St. Petersburg - Leningrad Regional Regional List of candidates for deputies of the State Duma of the Russian Federation from the election association "Pamfilova - Gurov - Vladimir Lysenko (Republican Party of the Russian Federation)" [4] .
He was elected to the Legislative Assembly of St. Petersburg of the 1st to 4th convocations (1994-2011); served as chairman of the standing commission on law and order (1994β2011), member of the legislative committee and member of the control group of the Legislative Assembly (2007β2011) [3] [4] . Consisted in the faction "United Russia" [3] . He is the author of more than 30 laws, including On Justice of the Peace, On the Statutory Court, and On Monthly Social Payments to Citizens Receiving Pensions in St. Petersburg [3] .
He was a representative of St. Petersburg:
- in the National Anti-Corruption Committee (since 2000) [3] [4] ;
- in the non-profit organization European Cities Against Drugs (ECAD; since September 2001) [3] [4] ; Since 2006 - Member of the ECAD Board from St. Petersburg [8] , member of the Advisory Council of ECAD [9] .
He was buried with military honors at the Serafimovsky cemetery in St. Petersburg [4] , (the central avenue - the heroes of Russia, generals and admirals)
