The Federal Service for State Registration, Cadastre and Cartography (Rosreestr) is a federal executive body responsible for organizing a unified system of state cadastral registration of real estate, state registration of rights to real estate and transactions with it, as well as the spatial data infrastructure of the Russian Federation.

History
The Federal Registration Service (Rosregistratsiya) was established during administrative reform by Decree of the President of the Russian Federation V. Putin of March 9, 2004 No. 314 [4] “On the System and Structure of Federal Executive Bodies”. Rosregistratsiya was a federal executive body that performs functions in the field of state registration of rights to real estate and transactions with it.
By Decree of the President of December 25, 2008 No. 1847 [5], it was renamed the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), a transition period is provided for the transfer of functions and powers to it abolished by the Federal Real Estate Cadastre Agency (Rosnedvizhimost) and the Federal Agency for Geodesy and Cartography (Roscartography). Since March 1, 2009, the transition period has been completed.
The average duration of the property registration procedure in 2018 was 5 days, which is 1 day faster than in 2017. [6]
Submission
Rosreestr is subordinated to the Ministry of Economic Development of the Russian Federation , formerly the Ministry of Justice of the Russian Federation (by decree of the President of the Russian Federation dated May 12, 2008 No. 724 [7] “Issues of the system and structure of federal executive bodies”).
Powers and Service Activities
The authority of the Rosreestr includes the functions of organizing a unified system of state cadastral registration of real estate, state registration of rights to real estate and transactions with it, as well as the spatial data infrastructure of the Russian Federation - Russia.
Within the framework of its authority, Rosreestr:
- maintains the Unified State Register of Real Estate (USRN)
- maintains the Unified State Register of Self-Regulatory Organizations (SIRS)
- maintains the State Directory of Geographical Names
- maintains a consolidated state register of arbitration managers
- maintains the state fund of data obtained as a result of land management
- carries out state land supervision
- carries out state geodetic supervision
- carries out monitoring of land (except agricultural land)
- supervises the conduct of land management
- conducts expertise of land management documentation
