Sergei Vladimirovich Belousov (born February 4, 1955) is a Russian entrepreneur and politician, member of the Federation Council (since 2008).

Biography
He graduated from the Altai Polytechnic Institute named after I. I. Polzunov . Candidate of Technical Sciences , awarded the honorary title " Honored Builder of the Russian Federation " [1] .
He made a career as a builder in Altaipromstroy, where he consistently held the positions of master, foreman and chief engineer. Since 1987, he worked in the Stroygaz construction trust (in 1998 he was elected General Director of the StroyGAZ construction and design and industrial company and headed the company until 2008). He participated in the restoration of Leninakan (now Gyumri ) destroyed by the 1988 earthquake in Armenia [2] .
In 2001, he was elected as a deputy of the Altai Council of People’s Deputies of the IV convocation, in 2008 - of the Altai Regional Legislative Assembly of the V convocation, in the future he was re-elected to its composition.
On December 29, 2008, the Federation Council reaffirmed the powers of Belousov, who was elected by the Altai deputies as the representative of the regional legislative body in the upper house of parliament [3] .
From November 2011 until his re-election to the Federation Council in December of the same year, he was a member of the Committee on the Federal Structure, Regional Policy, Local Government and Northern Affairs, and from January 2009 to November 2011, he was a member of the Committee on Agricultural and Food Policy and the Fisheries Complex, from February to June 2009 - member of the Commission on Housing Policy and Housing and Communal Services, from June 2009 to November 2011 he served as Deputy Chairman of the Commission.
In January 2012, he became a member of the Committee on Agro-Food Policy and Environmental Management, from September 2012 - Deputy Chairman of the Committee, from October 2014 - First Deputy.
Since October 2016, when Belousov’s powers in the Federation Council were renewed for the second time, he was again a member of the Committee on Agro-Food Policy and Environmental Management, and in November of the same year he was elected deputy chairman of the Committee.
