Biography
Before being elected to Parliament
Born May 14, 1853 in a family of German descent . He professed Lutheranism, belonged to the estate of colonial settlers (settler-owners) [1] .
He graduated from a four-year Russian-German school in the German colony of Sarat in the Bessarabian province . After graduation, he served as a village teacher for some time, and later, from 1873 to 1889, as a village clerk. In 1889-1893 he held the post of village headman , in 1894-1897 - the chairman of the Totanai volost court of the Perekop district . In 1891-1897 he was a member of the Board of Trustees of the Norazetsk Central School of Simferopol County [3] .
He was married [1] . Engaged in agriculture [4] , owned a land area of 248 acres [1] .
Parliamentary Activities
On October 14, 1907 he was elected to the State Duma of the 3rd convocation from the congress of commissioners from the volosts of the Tauride province. In parliament, he joined the Union of the October 17 faction, was a member of several commissions: on resettlement, religious affairs, trade and industry, to consider a legislative proposal to streamline the export of grain trade abroad. He signed bills: “On Amending the Zemstvo Electoral Law”, “On Giving Pupils of Educational Institutions of the Baltic Region the Right to Take Part of Exams in German” [1] .
In the meeting room of the State Duma in the Tauride Palace, the deputy was assigned chair No. 437 (see the schematic plan of the meeting room). During his stay in St. Petersburg, Galvas lived in the Hermitage Hotel on the corner of Znamenskaya Street and Nevsky Prospekt , outside the capital in the village of Kurman-Kemelchi, Aleksandrovsky volost and the village of Borlak, Totanai volost [4] .
As of 1910, the deputy also held the positions of member and chairman of the Perekop district county council , as well as a member of the church council in the Neumann parish [3] .
Further fate
Heinrich Galvas died in 1918 [2] .
