Krutakov, Leonid Viktorovich

Born in the Sumy region of the Ukrainian SSR, grew up and studied in Murmansk. After graduating from high school, he was drafted into the Soviet Army (1981–983) for military service. After serving in the army, he worked on a rotational basis in the Yamalo-Nenets Autonomous Okrug, built gas condensate stations. In 1994 he graduated from the Faculty of Journalism of Moscow State University. M.V. Lomonosov. In 2013, he graduated from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation with a degree in State and Municipal Administration. Krutakov began his journalistic activities in 1998 in a factory newspaper at the Moscow ZIL plant, then in the newspaper of the Proletarsky district. Later he worked in such Russian publications as Komsomolskaya Pravda, Moscow News, Top Secret, Izvestia, Novye Izvestia, and Moskovsky Komsomolets. In 2000 he created and became the first chief editor of the Stringer newspaper. He specialized in investigative journalism. In 1998, the magazine “Who is Who” put Krutakov in second place (after Sergei Dorenko) in the list of the best Russian journalists. The most high-profile journalism works:

• “Why the elephants do not fly” (based on a publication about the Swiss company Andava, the Russian Prosecutor General’s Office opened a criminal case on Aeroflot against the associates of Boris Berezovsky Nikolai Glushkov and Alexander Krasnenker - Moskovsky Komsomolets);
• “No stake, no nickel” (on the privatization of Norilsk Nickel with the participation of a front company registered in the tender for an unemployed person from the Alabushevo village near Moscow - “Komsomolskaya Pravda”);
• “Loan, or you will lose” (about an interest-free loan of $ 3 million, which was allocated by the capital savings bank to the company of the head of the State Property Anatoly Chubais, and then won the tender for the privatization of Agro-Bank - “Izvestia”);

After leaving journalism, he was engaged in his own business, and held various government posts. In 2002, he worked as a special adviser to the Chairman of the State Customs Committee. In 2005-2009 –– Head of the Operational Information Directorate, Deputy and 1st Deputy Head of the Press Service of the Mayor and the Government of Moscow.

Krutakov is considered one of the best specialists in information warfare. He is credited with the information campaign of Ashot Yeghiazaryan against Alexander Lebedev around the apartment in which the shooting took place with prostitutes of a man who looked like the Prosecutor General Skuratov. The footage was used in the fight against the conspiracy of senators against the presidential power and to remove Skuratov from his post. Krutakov is credited with developing the concept of a media campaign and preparing all texts for publication. As a result, Krutakov forced Lebedev to come to Yeghiazaryan to ask for peace and an end to the public war. The loudest and brilliantly cracked combination of Krutakov is called the information war of the Customs Committee with the Department of Economic Security of the Federal Security Service of the Russian Federation and the Russian Prosecutor General’s Office around the Three Whales store for controlling export of furniture. Krutakov, being an adviser to the chairman of the State Customs Committee, was involved in developing the concept of the entire campaign, preparing texts, placing them in the media and interacting with the operational departments of the State Customs Committee. The result of the campaign was personal intervention in the “Three Whales” case of the President of the Russian Federation, V. Putin, who appointed a special team of investigators led by Loskutov for a detailed investigation. As a result of the investigation, the director general of Three Whales went to jail, the head of the economic security department of the FSB of the Russian Federation and one of the deputy prosecutor generals were forced to resign. It is believed that Krutakov took part in three election campaigns. In 2003, he developed the concept of the election campaign of Alexander Lebedev, when he ran for mayor of Moscow. In the same year, he led the entire election campaign of Senator Igor Izmestiev, starting with sociology, developing a program and deploying field headquarters in the presidential election in Bashkortostan. In 2009, while working at the Moscow City Hall, he oversaw information work in the elections to the Moscow City Duma, making direct contact with the Presidential Administration.

Returning to public space in 2014, Krutakov moved away from investigative journalism, focusing on journalistic and analytical materials. He began to publish in leading Russian magazines Kommersant-Vlast and Expert, as well as on well-known Internet resources: However, RIA Novosti, Zvezda, Nalin.ru, and Pravda.ru. As an invited expert, he participates in analytical programs of Channel 1, Russia-1, Russia-24, Radio of Russia, Radio of Moscow, Vesti FM, and Sputnik. He worked out the format and for a long time conducted his own analytical program - In Theme on the Moscow channel Trust. He took up teaching and lectures on the topic of mass communications in business and politics and economic political science at the Department of Political Science of the Financial University under the Government of Russia.
