Grechkina, Olga Vladimirovna

Born September 20, 1958 in Chelyabinsk . She entered the Chelyabinsk Polytechnic Institute , which she graduated in 1981 with the qualification of "mechanical engineer", after which in 1985-1994 she worked as the head of the registry office of the Kalinin district of Chelyabinsk. From 1994 to 2002, she worked as an assistant to the Chelyabinsk Transport Prosecutor, which required a law degree, which she received at the Faculty of Economics and Law of SUSU (majoring in Jurisprudence) in 1996.

In 2004 she defended her thesis on “Administrative proceedings on cases of violation of customs rules” (supervisor - Prof. V. I. Mayorov, specialty 12.00.14 “Administrative law, financial law, information law”) ^[2] .

From 2001 ^[3] to 2015, she worked at the Law Faculty of SUSU , and since 2010, she has been the Head of the Department of Constitutional and Administrative Law. She worked at the Department of Administrative Law of the Kurgan branch of the non-governmental institution of higher education "Ural Institute of Economics, Management and Law" ^[4] .

Until November 2015, she was a representative of the Legislative Assembly of the Chelyabinsk Region in the Qualification Commission at the Bar of the Chelyabinsk Region, her powers were prematurely terminated due to a change of residence ^[5] .

In 2011, at the Russian Law Academy of the Ministry of Justice of the Russian Federation she defended her doctoral dissertation on the topic “Administrative jurisdiction of the customs authorities of the Russian Federation: theoretical and applied research” ^{[6] [3]} .

Since 2013 - professor ^[1] .

She worked at the Department of Administrative and Customs Law of the Faculty of Law of the Russian Customs Academy ^[7] .

As of 2018, he works as the head of the department of administrative law and process of the Faculty of Law. M. M. Speransky Institute of Law and National Security, RANEPA (Moscow) ^[8] .

She was a member of the scientific and expert council at the Analytical Department of the Office of the State Duma of the Federal Assembly of the Russian Federation, a member of the working group of the Expert Council on Customs Regulation at the State Duma Committee on Budget and Taxes, a member of the working group to develop a draft Code of Administrative Responsibility for Customs Offenses.

One of the authors of the scientific and practical commentary on the Code of Administrative Offenses (chapter 16).

The author of more than 130 scientific publications. Hirsch Index - 9. Prepared 12 candidates of legal sciences. She was awarded an honorary diploma of the Ministry of Science and Science of the Russian Federation (2013), a medal of the Federal Chamber of Lawyers “For Merits in the Protection of the Rights and Freedoms of Citizens”, II degree (2013) ^{[1] [3]} .
