The oligarch . He was one of the Centificos , close to the Mexican President Porfirio Diaz .

Repeatedly elected deputy of the Free and Sovereign State of Sonora (1879–1881, 1883–1885, 1885–1887). In 1881-1883 was a federal deputy from Sonora. In 1879–1880 and 1883–1887 - General Secretary of the Government of the State of Sonora . Vice Governor of Sonora in 1887-1891.
In 1891-1895 - Secretary of State of Mexico. Then in 1895-1899. - Governor of the Free and Sovereign State of Sonora . Governor of the Federal District of Mexico City in 1900-1903.
Minister of the Interior of Mexico (1903-1904) in the office of Porfirio Diaz .
In 1904-1911 - Vice President of Mexico .
As Secretary General of the Government of the State of Sonora, he was directly involved in the capture of Jose Maria Kacheme , leader of the Yaki Indians , leader of the Yaki rebellion against the Mexican government.
As a result of the Mexican revolution , led by Francisco Madero, he followed Porfirio Diaz into exile in Paris , where he was diagnosed with pancreatic cancer .
Died in Paris.
