Biography
He graduated from the University of Ateneo de Manila with the award of a bachelor’s degree in humanities in political science, then received diplomas:
- in physics, Tokyo University of Education (later Tsukuba University) under a scholarship from the Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT),
- Master of Public Administration at the School of Management. John F. Kennedy Harvard University ,
- economic certificate from the University of Colorado University in Boulder .
In the diplomatic service since 1966
- 1976-1985 - Ambassador to Austria and Permanent Representative of the Philippines to the IAEA ,
- 1985-1992 - Director General of the United Nations Industrial Development Organization (UNIDO),
- 1993-1995 - Ambassador to Japan
- 1995-2001 - Minister of Foreign Affairs of the Philippines. In this post, he contributed to the conclusion of the “Visiting Forces Agreement (VFA)” with the United States. There was also an incident related to the abduction in 2000 of foreign tourists on the island of Holo by the rebel group Abu Sayyaf and the subsequent negotiations on their release of hostages and payment of ransom,
- 2001-2010 - Ambassador to Japan.
Fluent in Ilokano , English, French, Spanish, Japanese, German and Tagalog.
