Pavel Nikolayevich Borisov (November 1 ( 13 ), 1889 , Aramil , Yekaterinburg Uyezd , Perm Province , Russian Empire - April 28, 1942, USSR ) - Soviet mining technician, economist. He was engaged in planning issues in economic activity, actively recreated the industry of the Urals in the 1920s.

Biography
Born in a familyartisan . In 1912 he graduated from the Ural Mining College, entered the Moscow University , but studied for only one year. In 1910-1918 he worked at the Ural factories in Votkinsk , Perm , Nevyansk , Yekaterinburg , and in several mines he successively went from the henchman to the head of the machine shop. In 1912-1918, he was a member and deputy chairman of the Society of Ural Mining Technicians.
In 1919, he settled in Yekaterinburg, having received the post of engineer in the Uralpromburo, in 1921 he became deputy chairman of the Yekaterinburg governorate, in 1923, he was promoted to deputy chief of Uralcomvnutorg. From December 1924 he worked in the Uralplan (Ural Regional Planning Commission), drafting options for the first five-year plan for 1928/29 - 1933/34 and the general plan for the development of the Urals economy from 1927-1941. In 1928 he became a member of the Ural-Siberian Commission of the USSR Supreme Economic Council for the supply of fuel to the Urals. He served as Chairman of the Ural branch of the All-Union Energy Committee of the USSR. One of the initiators of the creation of the Ural Energy Institute.
From the mid-1920s he taught in Sverdlovsk (at the Ural Polytechnic Institute ), in 1930 he moved to Moscow, taught at Moscow State University , and worked in the section for the deployment of production forces of the USSR State Planning Committee.
June 22, 1941 was arrested on charges of sabotage. He died on April 28, 1942. In February 1956, he was rehabilitated posthumously.
The author of more than 40 papers on the economic problems of the Ural industry [1] [2] .
