The qualifying tournament for the final of the European Football Championship 2019 consisted of two rounds:

  • Qualifying round : October 10 - November 20, 2018
  • Elite Round : 2019

52 teams will take part in the qualifying round (Armenia automatically entered the final part as the host of the tournament, Germany and Portugal automatically entered the elite round as the teams with the highest coefficient), which were divided into 13 groups of 4 teams. The winners of the groups and the teams that took second places will fall into the elite round.

The elite round will bring together 28 teams, which will be divided into 7 groups of 4 teams. The winners of the groups will reach the final part.

Draw

The draw for the qualification round took place on December 6, 2017 at the UEFA headquarters in Nyon . The teams were divided into four baskets, according to the rating earned during the performances at the last three European championships (including qualifying tournaments). During the draw, for political reasons, the teams of Serbia and Kosovo, Bosnia and Kosovo were separated, which could not get into one group.

Draw and Sowing Teams

The draw for the final tournament was held on May 31, 2019 at 12:00 GMT ( UTC + 4 ), at the Armenia Marriott Hotel in Yerevan , Armenia. [1] Eight teams were divided into 2 groups of 4 teams without preliminary seeding. Armenia got the A1 position as a mistress.

Team Placement in Group Round

In a group round, a team’s place is determined by the number of points scored: the more points, the higher the place. If two or more teams have the same number of points, the following criteria are used:

1) more points scored in personal meetings between applicants;
2) the best goal difference in personal meetings between applicants;
3) a greater number of goals in personal meetings between applicants;
4) If, after applying criteria from 1 to 3, two teams still have equal indicators, to determine the final tournament position, criteria from 1 to 3 apply exclusively to matches involving these two teams. If this procedure also does not allow a final decision, then criteria from 5 to 10 are used:
5) the best goal difference in all matches of the group stage;
6) a greater number of goals scored in all matches of the group stage;
7) a penalty shootout if teams with the same indicators on all points play in the last match of the group stage
8) the behavior of the teams in the spirit of “fair play” in the final tournament;
9) position in the ranking of the coefficients of the national teams of UEFA;
10) lots.
