Referenda in Switzerland (1939)

Referenda in Switzerland were held on January 22, July 4 and December 3, 1939 [1] . The January referendum on the civil initiative on civil rights was rejected, and a federal resolution restricting the introduction of a state of emergency in the Constitution was approved [1] . In June, a constitutional referendum was passed on the amendment regarding the financing of government policies on defense and unemployment [1] . The amendment was approved. In December, there was a referendum on federal law on the status of employment and insurance for federal employees [1] .

Election System

Referendums on the state of emergency and on defense and unemployment policies were mandatory and required a double majority for approval: voters and cantons [2] . The civil rights proposal was a civic initiative and also required a double majority. A referendum on federal employees was optional and required only a majority of the vote [2] for approval.
