In December, there was a referendum on federal law on the status of employment and insurance for federal employees [1] .

Election System
Referendums on the state of emergency and on defense and unemployment policies were mandatory and required a double majority for approval: voters and cantons [2] . The civil rights proposal was a civic initiative and also required a double majority. A referendum on federal employees was optional and required only a majority of the vote [2] for approval.
