In 1930, he externally graduated from the Academy of Communist Education in Moscow, in 1932 - graduate school with her. In the direction of the Central Committee of the All-Union Communist Party of Bolsheviks in Kazakhstan, he took part in the creation of a higher education system. In 1940-1947 he was rector of the Kazakh State University. S. M. Kirov . During the Great Patriotic War, under his leadership, the university switched to a shortened training program and carried out defense and national economic tasks.
He was a deputy of the Supreme Council of the Kazakh SSR . In the period from January 1947 to March 20, 1947, he acted as Chairman of the Presidium of the Supreme Council of the Kazakh SSR.
