Born in 1942 in the village of Mukhadova, Mary district, Mary region of the TSSR.

He graduated from the Turkmen Polytechnic Institute .
Career
Since 1962, he has been an electrician of automatic telephone aging in the Mary Regional Communications Office. Further - in various positions in the communication system from the electrician to the head of the telecommunication department of the Ministry of Communications of the TSSR.
