Biography
Oleg Ivanovich Torubarov was born on October 30, 1958 , in the town of Kotovsk, Odessa region, in the family of a soldier.
In the internal affairs bodies from the moment they entered the Omsk Higher School of the USSR Ministry of Internal Affairs (now the Omsk Academy of the Ministry of Internal Affairs of Russia ) in 1976
In 1980, after graduating with a specialization “Criminal Investigation”, he began his service as a preventive inspector at the Criminal Investigation Department of the Sinegoryevskiy village police department of the Yagodninsky District Department of Internal Affairs in the Magadan Region.
In 1986, he was appointed to the post of head of the village police department, and two years later he took the post of first deputy head of the district department of internal affairs of the Khasynsky district executive committee of the Magadan region.
In 1991, he transferred to the regional air traffic control apparatus, to the subdivision of the fight against banditry and other grave crimes of the operational-search bureau.
In 1996, he took the post of deputy head of the department for combating organized crime ( UBOP ) of the Department of Internal Affairs of the Magadan Region, who later headed for five years.
In 2000 graduated from the Academy of Management of the Ministry of Internal Affairs of Russia
From 2002 to 2004 he served as First Deputy Head of the Internal Affairs Directorate for the Magadan Region - Head of the Criminal Police.
From 2004 to June 2007, he headed the Department of Internal Affairs of the Magadan Region .
In February 2005, he was given the rank of major general of the police.
From 2007 to August 2013, he was Head of the Ministry of Internal Affairs of Russia for the Kaluga Region .
From August 1, 2013 to August 28, 2018, he headed the Main Directorate of the Ministry of Internal Affairs of Russia for the Altai Territory . [2] .
In February 2015, he was given the rank of lieutenant general of police.
On August 28, 2018, Russian President Vladimir Putin appointed Oleg Torubarov Minister of Internal Affairs for the Republic of Crimea [4] .
