The International Bureau of Time , BIE ( French Bureau International de l'Heure, BIH ) was an intergovernmental international organization responsible for the definition of universal time.

The activities of the BIE began in 1912 at the Paris Observatory . BIE acquired the official status in 1919 . In late 1987 , the BIE ceased to exist as an independent organization, its powers were divided between the International Bureau of Weights and Measures and the International Earth Rotation Service .
