Haira, Hassan Ali

Early years

Hassan Ali Khayre was born in the village of Jakar, Galgudood Province ^[5] , about 50 kilometers from the city of Al-Buura ^[6] , in a family from the Haviye tribe ^[7] . He graduated from primary and secondary school in Mogadishu ^[8] . In 1991, fleeing the Civil War , Hassan Ali Hayre moved to live in Norway ^[9] , where he entered the University of Oslo in 1994 ^[8] . Hassan Ali Khaira has dual citizenship - Norway and Somalia ^[10] . In 1998, he graduated from the university with a diploma in political science and sociology, and then continued his studies at Edinburgh Business School and Heriot-Watt University ^{[11] [6]} .

Early career

In 2002, he returned to Oslo , where he joined the Norwegian Refugee Council ^{[7] [12]} . Then he was engaged in private business, but in 2006 he returned to the Norwegian Refugee Council as a regional manager, where he worked for another 9 years ^[12] . In June 2012, a convoy from the Norwegian Refugee Council was attacked in northeastern Kenya according to the Norwegian newspaper Verdens Gang . One of the drivers was killed on the spot, several others were injured. One Norwegian, one Canadian, two Pakistanis and one Filipino were captured. Four days later, they were all liberated by local paramilitaries after a fight with militants. The Norwegian Refugee Council, which was chaired by Hassan Haire, was found guilty of gross negligence by the Norwegian court in planning a humanitarian mission. ^[13] Hassan Haire was also a defendant in a criminal case regarding possible corruption in the British company Soma Oil & Gas , although the case was dismissed due to lack of evidence ^[14] .

In 2013, Hassan Ali Hyre took over as Executive Director of the British oil company Soma Oil & Gas ^[15] . In February 2016, the United Nations notified the UK and Norway that Hassan Ali Khaira was possibly associated with extremist groups in East Africa , including Harakat al-Shabab , who claimed responsibility for a number of deadly terrorist attacks in Somalia. ^[16] However, after a thorough investigation, the UN found no convincing evidence that Hassan Haire actually maintains contacts with terrorists ^[17] . On February 23, 2017, Hassan Ali Khaire was removed from the post of Executive Director of Soma Oil & Gas ^[15] .

On February 23, 2017, Somali President Mohamed Abdullahi Mohamed tweeted about the appointment of Hassan Ali Khaira as the country's Prime Minister. ^[18] Prior to his appointment as prime minister, he had never held public office, although throughout his career he had contacts with senior leaders and government officials at various levels. At a meeting held on March 1, 2017, members of parliament overwhelmingly approved the appointment of Haira as prime minister ^[19] . On March 21, 2017, Hassan Ali Hayre thanked the parliamentarians for their support and presented his candidacy to the Cabinet of Ministers of Somalia, which was approved by the Parliament on March 29, 2017. He promised to tackle corruption and bring to justice those abusing their official position. He also noted that the focus of the country's leadership should be strengthening security and conducting large-scale reforms ^[20] .
