Biography

Born on March 14, 1971 in Sevastopol .

He graduated from the Faculty of Operation of Electrical Equipment and Automation of Ships of Sevastopol State Technical University , receiving the qualification of "Electrical Engineer" (1996) [1] .

He began his career as an electrician in military unit No. 72044. From 1996 to 2008, he worked in various positions at the Balaklava shipyard “ Metallist ”, associated with the Ministry of Defense of Ukraine . Then, for three years he was the director of this plant.

He was a deputy of the Balaklava district council of IV and V convocations. September 1, 2011 was appointed chairman of the Balaklava district state administration [2] [3] . In the 2012 parliamentary elections, he ran for the Party of Regions lists under No. 205, but did not enter the Verkhovna Rada [4] .

In May 2013, after the resignation of Sergei Savenkov, he was appointed first deputy of the Sevastopol City State Administration, led by Vladimir Yatsuba [5] .

He was the head of the Sevastopol branch of the Party of Regions.

On February 24, 2014, the chairman of the SSGA Vladimir Yatsuba resigned and Rubanov became the executive chairman of the SSGA [6] [7] . On the same day, according to local politicians Mikhail Chaly and Vladimir Tyunin, Rubanov initiated the arrest of the “people's mayor” of Sevastopol Alexei Chaly because of the seizure of power in the city [8] [9] . On the same day, after negotiations with the townspeople, Rubanov promised to transfer the affairs to Chalom [10] . On February 26, a rally was organized near the building of the SSGA, the purpose of which was to prevent Rubanov from coming to his workplace [11] . The next day, Fyodor Rubanov managed to get to the workplace, accompanied by Admiral Yuriy Ilyin, chief of the General Staff of the Ministry of Defense of Ukraine [12] .

Before the referendum on the status of Crimea on March 16, 2014, Rubanov announced that if Crimea joins Russia, the Sevastopol cell of the Party of Regions will be transformed into the Russian Sevastopol public association [13] .

Personal life

Married, has a daughter.
