Biography
Born in the city of Ridder (in 1941-2002 - Leninogorsk) of the East Kazakhstan region of the Kazakh SSR . He graduated from the Kazakh State University in 1964 and the Higher School of Economics under the Central Committee of the CPSU . From 1960 to 1991 was a member of the CPSU . In 1964-1986 he worked as a special correspondent for various newspapers. In 1986-1988, he was the chief editor of the newspaper Moskovskaya Pravda MGK CPSU.
He is the author of a text widely circulated at the end of 1987 as “Yeltsin’s Speech” (at the Plenum of the Central Committee of the CPSU on October 21), which he admits in his book “Power in TNT Equivalent”. This text had practically nothing in common with the essence of the speech, but in light of a number of reasons given in the book, Poltoranin set forth in the text what ordinary people expected from Yeltsin and that Yeltsin himself did not dare to express to the party bosses.
In 1989, he was elected People's Deputy of the USSR. From July 1990 to November 1992 - Minister of Press and Mass Media of the RSFSR [1] [2] and Minister of Press and Information of the RSFSR / Russian Federation [3] [4] . In 1992, at the same time - Deputy Chairman of the Government of the Russian Federation [5] , head of the interagency commission for declassifying the documents of the CPSU. In 1992-1993, he was the head of the Federal Information Center of Russia [6] , chairman of the Special Commission on Archives under the President of the Russian Federation.
In 1993-1996 - deputy of the State Duma. Member of the “ Choice of Russia ” faction, Chairman of the Committee on Information Policy and Communications. [7]
