Sergey Sergeevich Panchin (born January 9, 1953) is a Russian political and state leader. The head of Ulyanovsk (since 2015), the head of the administration of the city of Ulyanovsk (2013—2015).

Biography

Born on January 9, 1953 in the village of Staroye Alekino . He studied at the elementary school of his native village, then at the secondary school of the village of Arbuzovka, Tsilninsky District ; graduated from Ulyanovsk vocational technical school number 4 [1] . He began his career in 1970 at the Ulyanovsk Automobile Plant , in the same year he moved to the Ulyanovsk Plant of Heavy and Unique Machine Tools . In 1971 he was drafted into the ranks of the Soviet army, was a soldier of a separate sports company, became a master of sports in cross-country and orienteering [2] . After finishing his service in 1973, he returned to the Ulyanovsk Plant of Heavy and Unique Machines, where he held the positions of mechanic-repairman, senior dispatcher, first category process engineer, deputy inspector for the economic part of the plant, deputy chairman of the trade union committee, trade union committee chairman, party committee chairman [2 ] . He actively participated in the Komsomol work , at the Ulyanovsk plant of heavy and unique machines he served as secretary of the Komsomol cell, in 1978 he was a delegate to the XVIII Congress of the Young Communist League, and participated in the XI World Festival of Youth and Students in Havana [2] . In 1989 he graduated from the Kuibyshev Planning Institute with a degree in Industrial Planning.

Since 1990, he was the chairman of the regional committee of the trade union of workers of mechanical engineering and instrument-making, then the chief specialist of the organizational department in the Administration of the Ulyanovsk region, the head of the information and analytical department under the first deputy head of the Ulyanovsk region [2] . In 1996–2007, he worked as an adviser to the head of the administration of the Ulyanovsk region, as well as in various managerial positions at large enterprises of Ulyanovsk and Dimitrovgrad, in particular, as general director of Ulyanovsk road transport enterprise No. 1 (UGATP No. 1). In 2007 he was appointed head of the Zasviyazhsky district of the city of Ulyanovsk . In March 2009, he became director of the municipal unitary enterprise Ulyanovskvodokanal [3] . In 2010 he was appointed the first deputy head of the city of Ulyanovsk.

After Alexander Pinkov , the head of Ulyanovsk, resigned in December 2011, according to the city’s charter, a new scheme of city administration came into effect: the political head of the city is elected by the deputies of the City Duma, and the city ​​governor , the head of administration appointed by the city parliament, deals with economic issues competition. While preparing and holding a competition for the post of city manager, from December 2011 to May 2012, Sergey Panchin served as head of the administration of Ulyanovsk. After in March 2013, the head of the Ulyanovsk administration, Alexander Bukin, resigned, Pankchin again performed the duties of the city manager for the time of the new contest, which he himself won. He worked as the head of the administration for more than two years, after which he resigned in connection with his election on September 13, 2015 as a deputy to the Ulyanovsk City Duma [4] . On October 1, 2015, at the first meeting of the City Council of the fifth convocation, as a result of a secret ballot, the speaker of parliament and the head of Ulyanovsk was elected, receiving 30 votes (at that time the mayor Marina Bespalova was able to enlist the support of only 7 deputies) [5] .

After that, in April 2018, under the pressure of the governor of the Ulyanovsk region Sergey Morozov, Aleksei Gayev , the head of the Ulyanovsk administration, resigned, had to undergo a new competition to fill the post of city manager. However, in May 2018, the head of Ulyanovsk, Sergey Panchin, also resigned, which made it possible to launch the transition process to the one-leader city management scheme (the relevant changes were made to the city charter in March 2018, but the implementation of the new management scheme was to start after powers of the head of the city) [6] . On June 15, 2018, at an extraordinary meeting of the Ulyanovsk City Duma, Panchin was again elected head of Ulyanovsk, receiving the unanimous support of the deputies [7] .

He is married, has two sons.
