Biography
Yuri Lipukhin was born in Novokuznetsk, Kemerovo Region of the RSFSR . In 1959, he graduated from the Moscow Institute of Steel and Alloys, after which he was sent to work at the Cherepovets Metallurgical Plant , with which all his professional activities turned out to be connected.
He started his working life in the “2800” mill with a roller, then he was a master of LPC-1, a shift supervisor and head of the CCP, and then a head of the production department and chief engineer of the plant. In 1981, Yuri Viktorovich was appointed director of the Cherepovets Metallurgical Plant , succeeding Mikhail Ananyevsky. He worked as director of the company longer than other managers in the entire history, setting a kind of record - 15 years at the head of production.
Already in 1983, the plant was transformed into a combine. During the leadership of Yuri Lipukhin, the company has become a recognized leader in the domestic ferrous metallurgy, and the prestige of the company in the international arena has grown. It was under his leadership that work to increase production efficiency unfolded at the plant, the world's largest blast furnace No. 5, Severyanka, was built at that time. Even in difficult years of economic crises and instability, a well-thought-out development strategy formed by Lipukhin allowed the enterprise not only to withstand, but also to strengthen, reconstruct and modernize its production. It is Yuri Lipukhin who owns one of the main slogans of the Soviet metallurgists: “Resist and increase”.
Also, he paid great attention to environmental protection, the company created the best in Russia wastewater treatment system with almost one hundred percent use of recycled water.
He paid special attention to the development and strengthening of the social sphere of both his enterprise and the city of Cherepovets . With the support of Lipukhin, the medical complex was maintained and continued to develop, the largest urban cultural center, the Palace of Metallurgists, was erected, the material base of sports institutions was strengthened, recreation centers were built, and even the Sheksna boarding house on the Black Sea coast was built.
Serious support was provided to pensioners and veterans of the plant - it was under Yuri Lipukhin that they began to receive a monthly allowance, the Mercy House and the Veteran Club were opened for them. At the initiative of the director, a philanthropic foundation named after I. Milyutin was created in the city, at whose expense many important things were accomplished. Also, the factory of the Nativity of Christ in Cherepovets was revived at the expense of the plant. For his significant services to the city and its inhabitants, Yuri Lipukhin in 1993 was awarded the title "Honorary Citizen of the city of Cherepovets . "
After the collapse of the Soviet Union , the Cherepovets Steel Mill became a subject of particular interest among individual merchants and entrepreneurs, many of whom tried to take control of it, but Yuri Lipukhin managed to defend his production.
In 1993, during the mass privatization that began in Russia, Yury Lipukhin changed the organizational and legal form of his enterprise, which adopted the new name, Open Joint-Stock Company Severstal. Work enterprises have become its shareholders. In the course of privatization, Yuri Lipukhin approached a young economist, a future oligarch and billionaire Alexei Mordashov , to his closest adviser and even godfather. It was he who was instructed to form a block of shares, buying them from new shareholders. Shares were bought from factory workers, who were delayed wages through a subsidiary of Severstal-Invest.
Subsequently, on the basis of doing business, Lipukhin and Mordashov began serious disagreements, and several years after the combine was turned into a joint-stock company, in an interview with the Russian version of Forbes magazine, Lipukhin would say: “I entrusted the privatization of the plant to Alexey, and this was my mistake, because at one point he became a completely different person. He was not the master of his word. "
On April 27, 1996 , at a meeting of shareholders he decided to leave the post of general director, since the new law on joint-stock companies did not allow him to combine the posts of chairman of the board of directors and general director. Shareholders elected Alexei Mordashov to a new director. And Yuri Lipukhin focused on the development of promising areas of OAO Severstal .
Subsequently, Yuri Lipukhin was forced to leave the Board of Directors, leaving all his plans for the development of the enterprise and eventually allowing Alexei Mordashov to concentrate in his hands more than 80% of the shares of OAO Severstal . After that, Lipukhin left for Canada, invested in Sochi real estate.
Lipukhin is the author of more than two hundred publications, several monographs and more than one hundred twenty inventions, many of which were introduced into production.
Yuri Lipukhin died of a heart attack on April 11, 2011 in Canada , where he lived in recent years. He did not live just one day before the 25th anniversary of Severyanka, the largest blast furnace of the Cherepovets Metallurgical Combine (currently the basis of the Severstal mining and metallurgical holding) and the largest blast furnace in Europe as a whole, which he personally launched in 1986 year He was buried in St. Petersburg .

- On July 17, 2015, a memorial plaque to Yury Viktorovich Lipukhin was opened on the building of the Ice Palace in the city of Cherepovets . The opening ceremony was held by the head of the Vologda region Oleg Kuvshinnikov , the general director of PAO Severstal Alexey Mordashov and the son of Yuri Lipukhin Victor. The idea to perpetuate in this way the memory of Lipukhin on the eve of the 60th anniversary of the Cherepovets Steel Mill, proposed by the city council of veterans, was supported by the regional authorities.
