Vyacheslav Dombrovsky ( Dombrovskis , Latvian. Vjačeslavs Dombrovskis ; under 16 years old - Galuschenko [1] ; born in December 27, 1977 in Riga ) - a Latvian political figure and economist who held the posts of Minister of Education and Science of Latvia [2] [3] (2013— 2014) and the Minister of Economy [4] (in 2014).

Dombrovsky has a bachelor's degree in economics and finance from the University of Latvia and a doctorate from Clark University in economics. Dombrovsky received Latvian citizenship by naturalization in 1997.
He began his scientific career as a guest researcher at the Center for European Economic Research ZEW in Germany. Returning to Latvia, he became a member of the board of the local branch of the Soros Foundation .
In 2003, he joined the Baltic International Center for Economic Policy Studies (Baltic International Center for Economic Police Studies, BICEPS) as a researcher and worked there for almost 9 years [5] . From 2003 to 2011, he was also a lecturer at the Stockholm School of Economics (Stockholm School of Economics, SSE, now the Riga School of Economics) [6] .
Content
Political career
Dombrovsky came to politics in 2011 when he joined the newly formed Reform Party and was elected a member of the Latvian parliament . For the next two years, he was the leader of the Reform Party faction, its deputy chairman in parliament and head of the subcommittee on tax policy.
Dombrovsky was appointed Minister of Education and Science of Latvia in May 2013, after the resignation of the previous Minister Roberts Kilis. Resigned in January 2014 .
In April 2014, he replaced Valdis Zatlers as chairman of the Reform Party, but in 2015 this political force self-destructed [7] . In the 2014 elections, she did not put forward her list, but joined the list of " Unity ". He ran on this list in the XII Diet and Vyacheslav Dombrovsky, but was not elected to parliament. Deputy of the XII Diet was at the time, while Janis Reirs ("Unity") served as minister. In April 2015, Vyacheslav Dombrovsky laid down the deputy mandate and announced his departure from active politics [6] [8] .
Certus Research Center
In October 2015, Dombrowski organized the Certus Research Center with the support of ABLV Bank and a number of other enterprises with the idea of reinforcing the development of the state with analytical calculations [9] .
One of the most important achievements of the Certus center was the study of Anatoly Prokhorov, a professor at RISEBA business school, on the impact of the abolition of income tax on reinvested profits of enterprises, which was supported by the government, canceling this tax from 2018 [10] .
Prime Minister Candidate
In 2018, Dombrovsky joined the Consensus party and was nominated by Nil Ushakov and Janis Urbanovic as a candidate for prime minister in the 2018 parliamentary elections , leading the party list in Riga. In the party program, he outlined the actual economic priorities that were identified in the Certus research: bioeconomy; manufacturing industry; transit; information Technology; Riga - connecting city (Gateway City); export of education and medical services [9] .
Vyacheslav was elected to the 13th Sejm with impressive support [11] : he received a record number of “pluses” in this election - 34705, only 1354 “strikeouts” and scored 121611 points.
Opponents of Dombrovsky blamed him for large credit obligations - he indicated in the declaration of a candidate for deputies that he owed the bank over 211 thousand euros, but this is by no means the largest figure in the candidate lists [12] .
Personal Life
In 2013, he divorced his first wife Marina. From the first marriage there is a daughter Ctella and a son Vladislav [6] . Since August 2017 he has been married to Rayna Dureya-Dombrovskaya [1] .
Questions about why he did not indicate his nationality in the party list, Dombrovsky answered that his Russian grandfather on the mother’s side had come to Latvia as an officer in the Soviet Army , and he was a Ukrainian after his father. But since his parents divorced, from two years he was raised by his Latvian stepfather, whom Dombrovsky considers his real father. “This is an example of how multinational our society and each of us are. I decided to run for the “Consent” party precisely because this political force does not divide people along ethnic lines, ”said V. Dombrovsky [13] .
