Lower Navarre ( Basque. Nafarroa Beherea or Baxenabarre , fr. Basse-Navarre , Gask. Baisha Navarra or Bassa Navarra , Spanish. Baja Navarra ) is a historical region in the south-west of France , in the territory of the modern department of the Atlantic Pyrenees . One of the seven historic Basque lands , is part of the French Basque Country . The capital is Saint-Jean-Pied-de-Port , the largest settlements are Saint-Palais and Saint-Etienne-de-Baigorry .

At present, the communes located in the territory of Lower Navarre are part of the cantons of Pays de Bidas, Amikuz and Ostibar , Montagne-Basque and Niv-Adour , which belong to Bayonne district .
