Referenda in Switzerland were held on January 14, 1866 [1] . Of the nine proposals, only two received the majority of the votes and only one of them - the majority of the votes of the cantons.
Election System
To approve the proposal, a double majority was needed: a majority of the total number of voters and a majority of the cantons [2] . The decision of the canton was calculated on the basis of the votes of the canton. [2] At the same time, the canton was considered as one vote, and the half-canton was considered as 1/2 vote. [2]
