Biography
He was born on April 26, 1956 in Irkutsk [3] . In 1973–1974 he worked as an electrician at the Irkutsk Central Telegraph. In 1974-1976 he served in the Soviet Army [1] . In 1976 he entered, and in 1983 he graduated from the Irkutsk Institute of National Economy with a degree in Economics and Construction Management, having received the qualification of an engineer-economist. He worked in the trust "Irkutsklesstroy" of the USSR Ministry of Labor and Trade: in 1976-1978 - a carpenter, in 1978-1982 - an educational master, in 1982-1987. - Engineer, Senior Engineer, Head of the Irkutsklesprom economic analysis laboratory [3] .
From January 1987 to October 1993, he worked at the Institute of Economics and Industrial Engineering of the Siberian Branch of the USSR Academy of Sciences (Novosibirsk) [1] . Since 1990 - expert of the State Committee for Nature Protection of Russia. In 1990-1993 - deputy of the district council. 1994–1997 - Economic Advisor to the Committee on Forest Policy of the Administration of the Irkutsk Region [3] . Since 1997 - Junior Researcher, Head and Chief Researcher of the Institute of Economics and Industrial Engineering of the Siberian Branch of the Russian Academy of Sciences [4] .
In 1992 he graduated from the graduate school of Moscow State University. MV Lomonosov (specialty 08.00.19 - "Environmental Economics" [1] ), in 1996 - a doctoral program of the Institute of Economics of the Russian Academy of Sciences and IHEA, having defended a doctoral dissertation on the topic: "Large-scale regional environmental-economic problems: Approaches and solutions" [ 5] .
On October 24, 2014, he was elected rector of Baikal State University (89% voted for his candidacy - 147 out of 165 electors [6] [7] ).
He is married, has two children [3] .
