Biography

Born in the family of a state adviser , doctor at the palace of Grand Duke Mikhail Pavlovich , future secret adviser E.N. Smelsky ; brothers: actual state councilors - N.E. Smelsky and A.E. Smelsky

In service and in the officer’s rank since 1856 after graduating from the Nikolaev Cavalry School . In 1872 he was promoted to colonel , headquarters officer for errands under the chief of the General Staff [2] . Since 1877, a participant in the Russian-Turkish war .

On August 30, 1882, he was promoted to major general and enlisted in the reserve of guards infantry with a secondment to the General Staff. In 1896 he was promoted to lieutenant general with dismissal. Since 1899, in the court service with renaming as Privy Councilors and production of the hofmeister [3] [4] . Consisted in these ranks until the end of life [5] [6] .

Since 1913, a member of the Council of the Ministry of the Court of the Russian Empire . He was awarded all Russian orders up to the Order of St. Alexander Nevsky granted to him on April 14, 1913 [7] .
