Biography
From the noble family Volkov . Born in the family of a real state adviser N.A. Volkov and Ekaterina Andreevna, nee Princess Obolenskaya (1796-1849), daughter of a secret adviser to Prince A.P. Obolensky ; great-grandfather - Senator and Actual Privy Councilor A. A. Volkov ; great-grandmother Margarita Aleksandrovna nee Kosheleva, sister of a member of the State Council of the Russian Empire R. A. Koshelev [2] .
In service and class rank since 1841 after graduating from the Imperial Moscow University and was assigned to serve in the Ministry of Foreign Affairs of the Russian Empire . Since 1850, an official of special assignments at the Office of the Moscow Governor . Since 1866, a college adviser , Ryazan vice-governor .
In 1877 he was promoted to acting state councilor . Since 1882 he was appointed Vyatka governor . In 1886 he was promoted to Privy Councilor .
February 18, 1887 - by the decree of the City Council Awarded the title of Honorary Citizen of Vyatka, May 21, 1887 - approved by the emperor.
Since 1887 he was appointed Penza Governor .
Retired since 1889.
