Drymanov, Alexander Alexandrovich

The former head of the Main Investigation Department of the Investigative Committee of Russia for Moscow, Alexander Alexandrovich Drymanov, was born on June 7, 1968 in the village of Gati, Tula Region.

He began his career in the law enforcement bodies of Russia as an investigator in the Vladimir Region, and later moved to the General Prosecutor's Office , where he reached the position of senior investigator for especially important cases of the Department for Investigating Especially Important Cases of the General Prosecutor's Office of the Russian Federation.

He worked as a senior investigator for particularly important cases under the chairman of the Investigative Committee of the Russian Federation ^[1] .

Since 2008, Alexander Drymanov led the investigation of the war crimes case in South Ossetia during the war with Georgia , and also investigated the second case of Mikhail Khodorkovsky and Platon Lebedev , investigated the high-profile case of corruption and illegal wiretapping of phones, the main accused of which was the FSKN general Alexander Bulbov .

In the summer of 2014, Drymanov took over as acting head of the Investigative Committee of the Investigative Committee to investigate crimes related to the use of prohibited means and methods of warfare. Both in this position and earlier, as a senior investigator under the chairman of the Investigative Committee ^[2] , he investigated the facts of discrimination against the Russian population during the armed conflict in eastern Ukraine ^[3] , instituted criminal proceedings against the Ukrainian pilot Nadezhda Savchenko and the commanders of battalions “ Donbass ”,“ Aydar ”and“ Dnepr-1 ”, and also officially announced the use by the Ukrainian army of prohibited weapons - cluster and phosphoric ammunition .

In February 2015, Alexander Drymanov, chairman of the IC RF Alexander Bastrykin ^[4] , was appointed acting head of the main investigative department of the ICR in Moscow, and in the same year he headed this department.

On May 30, 2018, General Drymanov wrote a report on retirement ^[5] . At the beginning of June 2018, according to media reports, Drymanov filed an application for leave with subsequent dismissal, which was satisfied on June 3, 2018 ^[6]

At the beginning of July 2018, Drymanov filed an application with the Volgograd Region Attorneys at Law in order to obtain the status of a special subject, but did not manage to become one, since on July 16, 2018 he was detained as part of a criminal case on bribing officers of the Investigative Committee by people of the so-called thief in law “ Shakro Young .

Basically, Alexander Drymanov, of whom little was known until 2015 ^[7] , became famous for the corruption scandal following the investigation into the shootout on Rochdelskaya Street ^[8] , which resulted in a systemic crisis in the TFR, which almost led to the liquidation of the department. Public opinion about Drymanov was multidirectional, from complete indifference to close attention ^[9] .

The FSB suspected Drymanov and a number of TFR officers of taking a bribe from a large organized crime group for the actual exemption from criminal liability of two active members of a gang of extortionists who participated in the shootout on Rochdelskaya Street .

The situation with Drymanov reminded the newspaper ^{[ style ]} "Vedomosti" famous case of 2011 on the protection of gambling by prosecutors ^{[10] [ style ]} , the publication unequivocally indicated the interdepartmental struggle as the main motive for the criminal prosecution of Drymanov ^[11] .

In 2018, at one of the court hearings, the head of the metropolitan administration of the Investigative Committee, Alexander Drymanov, was first accused by the prosecutor's office of taking bribes from members of the criminal group Shakro, however, “Drymanov does not pass as an accused in the case, he has not been charged, and it is not clear what is legal grounds for such statements, ”said former Prosecutor General Yuri Skuratov. According to him, “a certain stretch and background” is felt here ^[12] , in the same year the attacks of prosecutors on Drymanov began to acquire a non-systemic character, for example, in the process of shooting on Rochdelskaya Street, the general was reproached for being somehow he accepted gratitude from Nikandrov for his career advancement ^[13] , however, the ex-head of the Investigative Committee for the Central Administrative District Alexei Kramarenko testified against him ^[14] .

Drymanov complained about the insidiousness of the FSB officers, who for some time pretended to have no complaints against him, "Worse than the 37th year," Drymanov claimed ^[15] . The FSB version was that Shakro’s money, having gone through a chain of intermediaries and therefore halving, ended up with Mikhail Maksimenko, who “having met with Alexander Drymanov at the intersection of Volkhonka and Znamenka Streets, gave him $ 400 thousand already. The General, in turn, believes in The FSB shared this amount equally with General Nikandrov ” ^[16] , and Drymanov personally counted the money in his own office ^[17] .

As a result, Drymanov resigned saying that he was slandered under pressure from the FSB ^[18] , for some time he avoided arrest ^[19] , however, in the summer of 2018, Drymanov was detained, the reason was Nikandrov’s new testimony ^[20] . On July 31, Drymanov was charged with bribery on a large and especially large scale. Drymanov did not admit his guilt ^[21] , but does not admit ^[22] .

Despite the fact that Drymanov promised not to use lawyers: “I will not take a lawyer, the best lawyer is an investigator” ^[23] , he had several of them, and the activities of some of the lawyers, for example, Mark Kaverzin, reached the point of absurdity, so this lawyer, stating that one of the court decisions was predetermined by the agreement of the court with the prosecutor’s office and the FSB, decided not to appeal the extension of the arrest of the client in protest ^[24] .
