Original Wells Declaration
The Welles Declaration is a diplomatic document signed by US Under Secretary of State Sumner Welles on July 23, 1940, after the entry of Soviet troops and the proclamation of Soviet republics in the Baltic states .
The declaration contained a negative and condemning attitude towards the annexation of the Baltic states by the Soviet Union.
The declaration lasted from 1940 to 1991, when the Soviet Union collapsed and the Baltic republics of Estonia , Latvia and Lithuania became independent again.
