Creation History
The Association of Organizations for the Promotion of the Development of Clusters and Technoparks of Russia was created in 2011 as a non-profit partnership “Association of Technoparks in the Field of High Technologies”, [1] and, according to the then Minister of Telecommunications and Mass Media Igor Shchegolev , was to perform functions similar to the SRO , which after the end of the state program for the development of technology parks will coordinate the development of established technology parks. [2]
The founders of the organization were: the Ural University Complex, the Technopark of the Novosibirsk Academgorodok , the Zhigulevskaya Valley Innovation Center, Ankudinovka IT Park , St. Petersburg Technopark, Kuzbass Technopark, Sarov Technopark, Mordovia Technopark and several others.
Since the end of 2013, the Association has been formulating cluster initiatives for the development of industry [3] . With the adoption of the Federal Law of December 31, 2014 N 488-ФЗ “On Industrial Policy in the Russian Federation” , which introduced the concepts of industrial technoparks [4] and industrial clusters, [5] in July 2015, the “Association of Technoparks in the Field of High Technologies” was transformed to the non-profit organization "Association of organizations promoting the development of clusters and technology parks."
Since May 2018, it has been included in the register of permits issued by the Ministry of Justice of the Russian Federation for the use of the official name “Russian Federation” or “Russia” in the name of a non-profit organization. [6]
It unites 90 organizations from 44 constituent entities of the Russian Federation, including management companies of technology parks, nanotechnology centers and Special Economic Zones , cluster development centers, and specialized organizations of industrial clusters. It represents the interests of more than 2600 organizations - residents of technology parks and cluster members, whose enterprises employ more than 180 thousand people, and the total output is more than 710 billion rubles (0.77% of Russia's GDP). [7]
Association Management Bodies
The supreme governing body is the General Meeting of the Association. The permanent collegial body is the Supervisory Board. The sole executive governing body of the Association is a director elected by the General Meeting for a period of five years to manage current activities. In 2016, Andrey Viktorovich Shpilenko , candidate of economic sciences, reserve officer (military rank colonel) was elected to the post of director for the second time. The director represents the interests of the Association, also being a member of the Technological Entrepreneurship subgroup in the area of Small and Medium Enterprises under the State Council of the Russian Federation, the Industrial Policy Committee of the Russian Union of Industrialists and Entrepreneurs, the Strategic Council of the Russian Ministry of Industry and Trade for Investments in New Industries, and the Import Substitution Expert Council under the committee of the State Duma on economic policy, industry, innovative development and entrepreneurship, and a number of other gih. Profile and Projects
The Association acts as an analytical and methodological organization in the formation of industrial clusters, determining the conditions [43] for their creation and subsequent inclusion in the register of the Ministry of Industry and Trade of Russia with the aim of subsidizing state costs for all cluster members. [10] Industrial clusters, according to the experts of the Association and the Ministry of Industry and Trade of the Russian Federation, represent production chains [44] for the production of final industrial products in Russia and make it possible to identify investment projects for the construction and modernization of enterprises at each technological stage, the implementation of which will be able to localize the production of missing products and performing technological operations in Russia. [45]
The project is considered the most successful when, in 2018, the Association with the company UMATEX Group (part of the Rosatom Corporation ) initiated the creation of the Composites Without Borders interregional industrial cluster. [46]
Interaction with federal authorities
With the participation of the Association, Expert Councils on import substitution [47] , special economic zones, development of industrial clusters and contract manufacturing under the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship were created [48] .
With the Ministry of Economic Development of the Russian Federation , the scientific and professional community, analytical studies and practical seminars on state support mechanisms for industrial clusters and industrial technology parks are being conducted. [49]
On June 6, 2019, the Association for the Development of Clusters and Technoparks of Russia signed a Cooperation Agreement with the Ministry of Economic Development of Russia. In this connection, the AKIT of the Russian Federation undertook to prepare and submit proposals to the Ministry on the creation, development and support of technology parks for integrated strategic planning and socio-economic development of the constituent entities of the Russian Federation; to monitor the activities of management companies and residents of technology parks and provide the results of the Ministry of Economic Development; annually compile ratings in the areas of technology parks and the SEZ of Russia; participate in the implementation of educational programs for advanced training of technopark specialists [50] .
The Association is represented on the Strategic Council for Investments in New Industries of the Ministry of Industry and Trade of the Russian Federation , chaired by Minister Denis Manturov [51] . As of July 2018, there are 32 regional industrial clusters in the register of the Ministry of Industry and Trade of the Russian Federation. [52] [53]
It supports the GISIP system, developed as part of the implementation of the State program "Development of the industry and increasing its competitiveness". [54]
Business missions in the constituent entities of the Russian Federation
Regional business missions [55] [56] , conducted by the Association together with the Ministry of Industry and Trade of Russia and the Ministry of Economic Development of Russia, as well as regional executive bodies, identify investment niches in the production chains of industrial clusters and show opportunities for potential investors. All enterprises that are part of the cluster are offered state support mechanisms to subsidize costs from the initial stage of development to the final output.
The Association signed cooperation agreements on mechanisms for the development of inter-regional industrial clusters and attract direct investment in regional cluster projects with the heads and governors of the following constituent entities of the Russian Federation.
Participation in the preparation of the federal legislative and regulatory framework and rating studies
The Association is the developer of GOST R 56425-2015 “Technoparks. According to the Director General of the Association of Innovative Regions of Russia Ivan Fedotov, the rating of [innovative regions of Russia] of 2017 is a real management tool. The study takes into account, on the one hand, the conditions for the development of high-tech business and the availability of basic resources, on the other hand, evaluates the results of the development of high-tech companies and their contribution to the economy of the region. At the same time, the results of the assessment of conditions and results are not summarized, which allows us to create an integrated picture of the investment opportunities of the regions and identify potential points of non-resource-based economic growth. “We thank the experts of the Association of Clusters and Technology Parks for supporting the rating and are confident in the fruitful continuation of our cooperation,” he added [62] .
With a group of deputies - members of the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship ( Denis Kravchenko , Alfiya Kogogina , Alexander Kozlovsky) and representatives of the Ministry of Industry and Trade of the Russian Federation, amendments were being prepared to amend the Federal Law "On Industrial Policy in the Russian Federation", which is fixed the concept of “industrial technopark” [63] .
International activities
The Association interacts at the level of intergovernmental commissions, national governments, specialized associations and infrastructure organizations. He organizes business missions of Russian regions to foreign countries (Germany, France, Austria, Italy, China, etc.). [64] [65]
