Biography
He was born in the Nizhny Novgorod province in an old noble family originating from Serbia. At the end of the Noble Regiment in March 1844 he began civil service in Moscow , and then in Mogilev . In 1863, he was appointed ruler of the office of the military governor of Grodno and the Grodno civil governor. In this position, "dealing with persons suspected of and accused of the Polish uprising , he was able to distinguish inexperienced, carried away youths from persons really guilty." Then he was transferred to the Minsk provincial government. In March 1868 he was appointed vice-governor in Grodno and held this position for 10 years. Since August 30, 1872 - a valid state councilor . He was awarded the title of Honorary Citizen of Grodno.
Since April 21, 1878 V.A. Enakiev was appointed to the post of Perm Governor . He arrived in Perm in July 1878, taking with him a group of officials from his former duty station. “A man is well educated,” V.V. Golubtsov noted, “Valerian Alexandrovich had an excellent library, which Yves left to his godfather. A. Markevich. ” However, at that time he was already seriously ill, and spent most of his time in his office, being known as a recluse.
During the reign of Yenakiev, Perm turned into a large transport hub: on August 24, 1881, the first section of the Ural Mining Railway was inaugurated - from Perm to Chusovaya , and two months later the trains went along the line to Yekaterinburg . In the same year, the Technical School of the Ural Railway was opened. Under Enakiev, the social and cultural life of the region was significantly revived. The work of the provincial statistical committee has intensified. After a long break, the publication of “Address Calendars of the Perm Province” resumed. In 1880, the statistical bureau at the provincial zemstvo council completed a description of three counties of the province and published the materials for agricultural statistics of the Perm province edited by E. I. Krasnoperov (for Krasnoufimsky, Shadrinsky and Verkhotursky counties). In 1881, began to publish his monumental "Perm Chronicle" V. N. Shishonko . One of his contemporaries pointed out: “Being interested in the region, Valerian Alexandrovich met all research in the Perm province with great sympathy, and every visiting researcher who turned to him for help could be sure to meet all the assistance he could provide from the front”; “In the waiting room he could meet people of the most diverse. At the same time, remarkable patience was evident, with which he listened to dark people, which are not always easy to understand. ”
The memory of Governor Enakiev was left by the writer V. G. Korolenko , who arrived in Perm in September 1880: “Finally, we arrived in Perm along the Ural Railway. The police chief, a tall, thin, gall-looking man, immediately went with us to a modest one-story governor's house. We were brought directly into the living room, where Governor Enakiev met us. He was a middle-aged man with an original appearance. Full, with a rather large belly, with an outstanding sharp profile, without a sign of vegetation, this figure seemed to have descended from some daguerreotype of the 18th century, depicting a Catherine nobleman ... "; “Enakiev was very interested in me, and I saw no reason to refuse these conversations. I answered his bewildered question quite frankly. I am not a terrorist. I explain the terror with unbearable government oppression, which suppressed the natural desire for the amateurism of the Russian community ... Enakiev listened to these my revelations with obvious interest and stood up at this point in our conversation, looked into the reception room and locked the door. After that, whenever I came to him, he did not forget this precaution. Often, he himself, when the doors were closed in this way, informed me of news and rumors from administrative spheres ... "
Died V.A. Enakiev July 18 ( 30 ), 1882 . He was buried in the fence of the Cathedral of the Transfiguration of the Savior Cathedral ( Bishop's Cemetery ).
