The tournament was attended by 16 teams, distributed at the preliminary stage into 4 groups of 4 teams. In each of the groups, the teams played one match with each other. The two best teams from each group continued the struggle for places 1 through 8 in the playoff system. Teams that took 3rd and 4th places in groups played places from 9th to 16th.

The Russian national football team was formed on the basis of KAMAZ-Challi major league football club Naberezhnye Chelny : the national team consisted of only one legionnaire from another club - Airat Akhmetgaliev from Nizhnekamsk Neftekhimik .
