History

The history of the Betting League is inseparable from the biography of its founder Oleg Zhuravsky (1969—2017) [1] , who devoted a significant part of his professional activity to the formation of a bookmaking culture in Russia. Zhuravsky was born in 1969, in 1988-1990 he served in the Western Group of Forces in the German Democratic Republic and in 1991 graduated from Ugra State University (later in 2010 - St. Petersburg Institute of Foreign Economic Relations, Economics and Law). According to him, he became acquainted with bookmaking in the 1990s in Europe . Since 1997, Zhuravsky worked in senior positions in companies of the Russian gambling industry. The development and promotion of the bookmaker industry in Russia began in the mid-2000s, having founded and headed the National Association of Bookmakers of Russia, which over time brought together more than half of the largest participants in the Russian market [2] .

After the death of Zhuravsky, publications noted its decisive influence on the development of the betting industry in Russia [3] . It was through his efforts that the activities of bookmakers did not fall under restrictions outside the gambling zones, and the betting organizers began to comply with the new licensing standards in accordance with the requirements of the law “On state regulation of the organization and conduct of gambling” [4] .

In 2008, Zhuravsky, together with his friend and business partner Yuri Krasovsky, founded the First International Betting Company, which launched its activities under the brand of Betting League.

Since 2017, Krasovsky is the President of BC “Betting League” and the head of the First Self-Regulatory Organization of Russian Bookmakers [5] [6] .

Countering match-fixing

Since 2010, the “Betting League” began cooperation with the Russian Football Premier League (RFPL) to combat match-fixing and corruption in sports [7] . Zhuravsky became an adviser to the president of the Premier League on the prevention of contractual games, and the company began to track suspicious trends in betting on Premier League matches, which could indicate collusion between the teams [8] [9] [10] . Zhuravsky contributed to the adoption in July 2013 of a law that tightened responsibility for participating in conspiracy in sports. Sports federations were obliged, under the threat of revocation of state accreditation, to take measures to combat contractual contests, inform authorities about the unlawful influence on the result, and also obliged bookmakers to accept bets and pay winnings only upon presentation of a passport by a citizen, to keep records of gambling participants and tax authorities inform the tax and sports federations of the large winnings paid or payable as a result of betting on competitions ending with the least probable outcome [3] [11] [12] [13] .

Interactive bets, payout of winnings, taxes and commissions

Zhuravsky also promoted amendments to federal law No. 244-ФЗ “On state regulation of the organization and conduct of gambling,” which entered into force in 2014. Legislative innovations obligated bookmakers and sweepstakes organizers to join self-regulatory organizations and introduced into the legislation the concepts of “interactive bet” and “center for taking into account online betting” (CUPIS), through which the work of bookmakers via the Internet could be legalized [14] [15] .

The finalization of the legal framework for the transition of online bookmakers took even more than a year, and in February 2016, the “First CUPIS” began. This is a credit institution that has a contract with a bookmaker, it acts as an intermediary between the Internet player and the bookmaker, accounting and transferring funds between the parties, including taxes and commissions. All the money of the bookmaker and Internet players pass through CUPIS [16] [17] . “Betting League” became the first betting company integrated with the “First CUPIS” and launched the reception of online bets. To make interactive bets, the company's customers had to go through an online registration on the Betting League website, then on the CUPIS website, and then confirm their identity by visiting a betting club or office of a partner company [18] . In this case, the replenishment of the Internet player’s account in BC “Betting League” through the “First CUPIS” as a result of using the service with a specific MCC code (7995) from June 2019 is subject to a banking commission, as if these funds were transferred to a third-party account or withdrawn in cash at the ATM. The receipt of winnings won through the website of BC “League of Betting” is subject to 13% tax, which is levied on the player when withdrawing funds through the “First CUPIS” service. The bookmaker took responsibility for paying taxes to the state budget on the winnings of players directly in the clubs and from his own funds.

In November 2016, the “League of Betting" became the winner of the Runet Prize . The first legal betting site of Russia ligastavok.ru was recognized as the best online service in the field of sports entertainment [8] [19] [20] .

Collaboration with sports federations

On April 1, 2017, the federal law “On Amending Certain Legislative Acts of the Russian Federation with regard to the Formation of Mechanisms for Increasing the Income of Children and Youth Sports and Vocational Sports Entities” came into force, which expanded the advertising opportunities of the bookmaker’s business, but obliged bookmakers to transfer part of the profit sports associations overseeing sports. Target deductions were determined in the amount of 5% of the positive difference between the sum of accepted bets and paid wins; of deductions, 20% was supposed to be directed to the development of youth sports, 80% - in favor of professional [21] . The “Betting League" in the person of Zhuravsky was one of the key public supporters of the adoption of the law and took part in its development [22] .

As part of the enforcement of this law, BC “Betting League” was the first Russian betting company to sign agreements with major sports organizations:

Long-Term Partnership

Since 2010, the Betting League has been cooperating with the Russian Premier League within the framework of the Pan-European Early Warning System, aimed at combating contractual matches [35] . In September 2012, together with the head of the Russian Football Premier League (RFPL) Sergey Pryadkin, the company announced the creation of the All-Russian Football Lottery, 10% of the revenue of which was supposed to be directed to the RFPL for the development of youth and mass football in the Russian Federation. The projected revenue, according to the parties, was to be at least 1.6 billion rubles. for five years [36] .

In 2014, the Betting League became the official bookmaker company of the Premier League, with which it currently works as a general partner of the Russian Premier League [37] [38] .

In July 2017, the Betting League, following the results of a closed competition, became the general partner of the Russian Football Championship [39] . This status was provided to the company by advertising time in the broadcasts of RFPL matches ( Match TV , Our Football , Match! Football 1 , Match! Arena and others), as well as advertising in stadiums and billboards around the field [40] .

In 2017, President of the Betting League Yuri Krasovsky and the head of the Russian Premier League Sergei Pryadkin announced the establishment of a new sports award, the Fair Play League. The aim of the prize is to encourage Russian teams that respect the rules and conditions of the game, demonstrate friendly behavior towards their opponents, referees, fans and the media. The UEFA recommended team behavior assessment methodology for professional football leagues, and Fair Play matches are analyzed by the match delegate [41] .

In the same year, the Russian Hockey Federation and BC “Betting League” agreed on a long-term partnership by signing a five-year sponsorship agreement [42] . The signing ceremony, which took place on the eve of the Channel One Cup, was attended by Roman Rotenberg, First Vice-President of the FHR, and Yuri Krasovsky, President of the Betting League. “We are glad that we have a new partner, we have been negotiating for a long time. This will help us develop all nine national teams, the future of our hockey depends on the volume of investments, ”Roman Rotenberg commented on the contract [43] . The Betting League is an official partner of the Russian hockey team [44] .

During the XXIII Winter Olympic Games in South Korean Pyeongchang , the Betting League acted as the general partner of the Sports House, opened by the Olympic Support Fund [45] . In the “Sports House”, live broadcasts of competitions, TV bridges, exhibitions, film screenings, contests and entertainment tournaments were organized for the fans, and the bookmaker presented a separate betting line with odds for the events of the Olympics [46] [47] .

On August 31, 2018, Yuri Krasovsky and the President of the Russian Hockey Federation Vladislav Tretyak announced the establishment of the Hockey Heroes sports award, marking the merits of the National Team for the season [48] . According to Vladislav Tretyak, the victory of the national team in the 2018 Olympic Games united the country and gave a new impetus to the development of hockey. “Today, the matches of our teams attract the attention of tens of millions of fans. That's why we, together with the company "League of Betting", established the award "Heroes of Hockey". Prize winners are determined annually based on the results of official matches of the Russian national team of the past sports season within the framework of the Euro Hockey Tour, World Cup, Olympic Games, Euro Challenge, World Cup and other tournaments [50] [51] .

Commenting on cooperation with the Betting League, Vladislav Tretyak emphasized that it is developing very successfully: “We signed an agreement at the Channel One Cup, won it, and then won the Olympics. “Betting League" is one of our main partners, a very reliable and responsible partner, a company with high social responsibility. It is pleasant that the Betting League respects and supports all our undertakings with great respect, in particular, in such an important area for us as the development of the National Program for the Training of Hockey Players ” [52] .

Analyzing the results of the activities of Betting League BC for 2018 at a press conference at MIA Russia Today, Yuri Krasovsky said that the company's total investment in the development of national sports amounted to about 1 billion rubles [53] .

In 2019, BC “Betting League” is the general partner of the Russian Football Premier League, as well as the official partner of the FHR and the Russian national hockey team.

Sponsorship projects

In 2013, the League of Betting held a joint season with Formula 1, becoming the first Russian partner of the first Russian Formula team Marussia F1 Team . The Betting League logo was featured on the Marussia MR02 and pilot suits at all 19 Grand Prix of the season [54] [55] .

Since 2014, the League of Betting has been acting as the general partner of the annual Moscow Chess Open chess tournament and provides the prize fund of the festival, recognized as the largest in terms of the number of participants in the world [56] .

Betting League accepts bets on sports results, cultural and social events. In 2017, the Betting League paid the largest win in the history of the bookmaker business in Russia [69] . The record holder was a resident of Siberia , who bet 213 thousand rubles for 12 matches and won in each case. The company paid him 28.76 million rubles, including about 4 million tax deductions [70] .

Resolution of conflicts between players and BC “Betting League” is possible through the First Self-Regulatory Organization of Russian Bookmakers, which also serves as an arbitration for member companies. In the pre-arbitration settlement, BC Betting itself conducts correspondence with players through the anonymous administrators of its site [71] .

Educational projects

In 2016, the Betting League and BettingExpert, a social network for sports forecasters, jointly published the first practical betting guide in Russia, “The Art of Sports.” The book was published by Alpina Publisher Publishing House [72] . The guide included tips from Andrew Broker, Alexander Kuzmak and Vladimir Stognienko [73] .

Charity and Support for Youth Sports

BC "League of Betting" implements social and charitable projects in the field of sports of the Russian Federation. Company President Yuri Krasovsky is a member of the Board of Trustees of the Constellation of Good Charity Fund named after Oleg Zhuravsky [81] .

The Foundation is engaged in targeted support of talented children and youth in the field of sports; popularization of youth sports, strengthening the organizational and methodological foundations of physical education among children and youth; creates the necessary conditions for achieving high results in competitions, tournaments, championships [82] . The Foundation establishes grants for young athletes [83] [84] , and also directs funds from charity events to third-party organizations. So, the prize money from the Strawberry Fields Cup 2017 for FIFA 18 went to the benefit of the social rehabilitation center for minors in the city of Rzhev for the construction of a sports ground [85] [86] .

In 2017, the Betting League acted as the general partner of the annual FIFA 18 Strawberry Fields Cup 2017 e-sports tournament organized by Game Show TV channel and the Constellation of Good Charity Fund named after Oleg Zhuravsky [87] .

Support for children and youth sports is one of the areas that BC League of Betting plans to develop further [88] . Under the leadership of Yuri Krasovsky in 209, a project was launched to build ice hockey boxes throughout Russia [89] . The first of them appeared in January 2019 in Maina, Ulyanovsk Region. The opening ceremony of the new hockey venue was attended by President of FHR Vladislav Tretyak, President of BC “League of Stavok” Yuri Krasovsky, Chairman of the Legislative Assembly of the Ulyanovsk Region Valery Malyshev, Head of the Administration of the Municipal District “Maynsky District” Oleg Shuenkov [90] . Oleg Shuenkov presented Yuri Krasovsky with a letter of appreciation for the implementation of projects aimed at educating and improving the younger generation [91] .

Betting League is one of the largest Russian betting companies. As of January 2019, the company was represented by more than 500 clubs in 120 cities of Russia [92] , and its staff is about 3,000 employees [4] .

According to the "Rating of bookmakers", in May 2017 she was the fourth largest market participant with a share of 14%. The entire annual volume of the betting market, including the illegal segment, was estimated at 677 billion rubles [93] .

According to a similar study for 2018, the volume of the Russian betting market increased by 70% and amounted to a record 1.15 trillion rubles [94] , while BC “Liga Stavok” became the third largest company among other participants in the betting market with a share of 18% [ 95] [96] .
