Members
UCI ProTeams
These teams belonged to the first category among professional teams and were required to participate in all 14 UCI ProTour races and preferred to receive invitations to participate in the races of the Historical calendar from their organizers. Despite this desire, Fuji-Servetto became the only team that did not receive an invitation to a series of races organized by ASO and RCS Sport due to the doping problems of her predecessor team Saunier Duval , although she was offered to appeal this to CAS . At the same time, other teams voluntarily refused to participate in Istoic races - Euskaltel-Euskadi , Française des Jeux , Cofidis, le Crédit en Ligne in Giro d'Italia and Team Katusha in Vuelta Spain .

UCI Professional Continental Teams
These teams belonged to the second category among professional teams.
Before the season, applications for the uneducated H2O team and Continental Rock Racing were rejected and dubious applications from Contentpolis – Ampo , Amica Chips – Knauf and LPR Brakes-Farnese Vini were approved [1] [2]
In total, 21 teams [3] received this status, which allowed most of them to compete in races of the highest level, that is, in the UCI World Calendar , upon receipt of an invitation and the opportunity to participate in the final ratings of this tournament:
- 13 teams were included in the biological passport program and received permission from UCI to participate in all 24 races of the 2009 UCI World Calendar [3] [4] [5]
- 3 teams were included in the biological passport program, but did not receive permission from UCI to participate in the 2009 ProTour UCI races due to delays in payments and could only participate in historical races [5] [6]
- 3 teams that did not adhere to the aforementioned biological passport were denied the opportunity to participate in any race of the 2009 UCI World Calendar [7]
- 2 teams were not allowed in these races due to their problems with doping

Prefabricated
In addition, their national teams also participated in UCI ProTour races in countries with a small cycling tradition. They became the Australian national teams (under the name UniSA-Australia ) in the Tour Down Ander and Poland (under the name Team Poland Bank BGŻ) in the Tour of Poland , which had special permission to participate only in these races. [10] The participation of such teams was of strategic importance for the development of cycling and the ability of their riders to prove themselves. [11] These races were the only exceptions in which cyclists were allowed to participate without biological passports , as some of them were members of teams (clubs) not attached to the specified passport. [12]

Final rating
- Only riders in the ProTeam (18) and ProContinental Team (16) teams were considered. In total, 267 drivers from 34 countries scored in all 34 teams.
- If the points were equal, the racers were ranked first by the number of victories, and then by the number of second, third and so on places in the races and stages of the World Calendar.
- The team rating was determined by summing the rating points of the five best cyclists from the team in an individual rating, if any. With the same number of points, the ranking took place in accordance with an individual rating.
- National ratings were determined by summing the rating points of the top five cyclists from the country in an individual rating with them. With the same number of points, the ranking took place in accordance with an individual rating.
- The national rating was used to determine the number of riders that a country could exhibit at the World Cup.
