Biography

From hereditary nobles of the Chernigov province. The son of collegiate adviser Ivan Alekseevich Kobelyatsky and his wife Vera Ivanovna Posudevskaya.

He graduated from the Kiev 1st Gymnasium (1880) and the University of St. Vladimir with a candidate degree, a gold medal and the Pirogov Prize (1885).

Upon graduation from the university, he entered the service of the department of trade and manufactories of the Ministry of Finance as a clerical official, after which he gradually held the posts of assistant clerk, head clerk and from November 10, 1890 and. D. Head of Department. He was married, his son Igor (1888–?), Graduated from the Marine Corps (1908), senior lieutenant of the Guards crew . In emigration to France, died after 1960.
