The post appeared October 1991 . Currently reelected by direct election every 5 years. On April 26, 2012, Aleksey Ostrovsky was elected in the general election.
Powers of the Governor of the Smolensk Region
The powers of the governor of the Smolensk region are regulated by article 34 of the Charter (Fundamental Law) of the Smolensk region:
- within its authority, takes measures to implement, ensure and protect human and civil rights and freedoms, protect property and public order, and combat crime;
- represents the Smolensk region in relations with federal state authorities, state authorities of the constituent entities of the Russian Federation, local governments and in the implementation of foreign economic relations, and has the right to sign agreements and agreements on behalf of the Smolensk region;
- promulgates regional laws, certifying their promulgation by signing regional laws, or rejects regional laws adopted by the Smolensk Regional Duma;
- forms the Administration of the Smolensk region in accordance with the regional legislation and decides on the resignation of the Administration of the Smolensk region;
- submits to the Smolensk Regional Duma annual reports on the results of the activities of the Administration of the Smolensk Region, including on issues raised by the Smolensk Regional Duma;
- issues a decree on the removal from office of the head of the municipality or head of local administration in cases and within the time established by Federal Law No. 131-FZ of October 6, 2003 "On the General Principles of the Organization of Local Self-Government in the Russian Federation" (hereinafter referred to as the Federal Law) On the general principles of the organization of local self-government in the Russian Federation ");
- submits to the Smolensk Regional Duma a draft regional law on the dissolution of a representative body of a municipality in the event and within the time established by the Federal Law "On the General Principles of the Organization of Local Self-Government in the Russian Federation";
- have the right to demand the convening of an extraordinary meeting of the Smolensk Regional Duma, as well as to convene the newly elected Smolensk Regional Duma for the first meeting earlier than the deadline set by this Charter;
- has the right to participate in the work of the Smolensk Regional Duma in an advisory capacity;
- coordinates the activities of the executive authorities of the Smolensk region with other state authorities of the Smolensk region and, in accordance with the legislation of the Russian Federation, can organize the interaction of the executive authorities of the Smolensk region with the federal executive authorities and their territorial bodies, local governments and public associations;
- introduces bills to the Smolensk Regional Duma;
- presents the Smolensk Regional Duma draft regional budget, programs of socio-economic development of the Smolensk region, as well as reports on their implementation;
- distributes duties between the first deputies of the Governor of the Smolensk region, the deputies of the Governor of the Smolensk region;
- appoints, in accordance with the procedure established by federal and regional laws, half of the members of the election commission of the Smolensk region with a decisive vote;
- exercise other powers in accordance with federal laws, this Charter and regional laws.
