Sergey Gerasimovich Mitin (born June 14, 1951 , Gorky , RSFSR , USSR ) is a Russian statesman, governor of the Novgorod region (2007-2017), and since 2017, he has been a representative of the executive body of state power in the Novgorod region in the Federation Council of the Russian Federation .

Biography
Sergei Mitin was born on June 14, 1951 in the city of Gorky in a family of military personnel.
After school, from 1968 to 1969 , he worked as a test fitter at SKB Plant named after V. I. Ulyanov in Gorky [1] .
In 1969 [2] he entered, and in 1974 he graduated from the Gorky Polytechnic Institute [3] .
After the institute, he worked at the Gorky Production Association "Plant named after V. I. Ulyanov" (since 1993 - Nizhny Novgorod OJSC " Termal "). There he worked for 21 years from 1974 to 1995 , was a foreman, production manager, deputy general director, chief engineer and general director [4] .
State Duma deputy (1995-1997)
In December 1995, 44-year-old Mitin was elected as a deputy of the State Duma of the Russian Federation of the second convocation according to the list of the pro-government block “ Our Home is Russia ”. In parliament, he became deputy chairman of the economic policy committee.
Deputy Minister of Economics (1997-2000)
In November 1997, resigned as deputy and took the post of Deputy Minister of Economics, Jacob Urinson, in the government of Viktor Chernomyrdin . He oversaw civil engineering. He retained this post in the cabinet of ministers of Sergei Kiriyenko (April-August 1998 ). He remained deputy minister of economy after in September 1998 this department in the newly formed government of Yevgeny Primakov was headed by Andrei Shapovalyants . He continued to work on this post in the offices of Sergei Stepashin (May – August 1999 ) and Vladimir Putin (August 1999 – May 2000 ).
In 1999 he defended his doctoral dissertation on the topic "Strategy of state regulation of the economy in transition (Russia of the 90s)", Doctor of Economics .
Deputy Minister of Industry, Science and Technology (2000-2004)
In May 2000, Sergei Mitin was appointed Deputy Minister of Industry, Science and Technology Alexander Dondukov in the government of Mikhail Kasyanov . In the same year, he was elected co-chair of the Union of Oil and Gas Equipment Manufacturers , in the creation of which he took a direct part. He retained the post of deputy minister even after Ilya Klebanov came to replace Dondukov in October 2001 , and also after Andrei Fursenko replaced Klebanov in December 2003 .
Director of Industry (2004)
In March 2004, Mitin was appointed Director of the Industry Department at the Ministry of Industry and Energy headed by Viktor Khristenko in the government of Mikhail Fradkov. .
Deputy Minister of Agriculture (2004-2007)
In July 2004, he was appointed Deputy Minister of Agriculture Alexei Gordeev in the second government of Fradkov, formed in May 2004 [2] .
In April 2005 , after the resignation of the Nizhny Novgorod governor Gennady Khodyrev , the candidacy of Sergei Mitin was considered in the list of potential candidates for the post of head of the region [3] .
Sergei Gerasimovich then spoke out on this subject: “If I am offered to head the Nizhny Novgorod region, I will agree to do this.” However, in the end, the vice-mayor of Moscow, Valery Shantsev, became the governor. According to experts, the fact of considering Mitin’s candidacy testified to the fact that he was in the presidential “personnel reserve”. [five]

Governor of the Novgorod Region (2007—2017)
On August 3, 2007, Russian President Vladimir Putin issued a decree “On the Early Termination of Powers of the Governor of the Novgorod Region” [6] appointed Mitin as Acting Governor of the Novgorod Region, while simultaneously satisfying the request for the early resignation of Mikhail Prusak , who led the region since 1991 , and submitted it to Novgorod Regional Duma candidate Mitin to empower him with the governor [7] .
On August 7, 2007, Mitin’s candidacy was unanimously approved by the deputies of the regional Duma, and he took the oath of office of the governor of the Novgorod region.
The powers of Mitin as governor expired on August 7, 2012, as the Charter of the Novgorod Region sets the term of office of the governor for 5 years and from August 8, 2012 in accordance with Presidential Decree of the Russian Federation Putin dated August 7, 2012 No. 1118 “On the Acting Governor of the Novgorod Region”, Mitin was appointed acting governor.
In the governor’s election on October 14, 2012, according to the election commission, Mitin received more than 75% of the vote. He continued his activities as the governor of the region [8] .
On February 13, 2017, he submitted an application for early resignation and announced that he would not nominate himself for the upcoming governor elections. On the same day, dismissed by decree of the President of Russia .
Criticism
2012 Gubernatorial Election
The author of Time magazine Savik Shuster noted the uncontested nature of the elections of the governor of the Novgorod region, held on October 14, 2012, for which candidates from the main opposition parties (Communist Party, Fair Russia) were not artificially admitted. Only 3 candidates participated in the elections, including the current head of the Mitin region. Evidence of the methods of "democracy with manual control" is, according to Schuster, the leak from the election headquarters of Mitin document entitled "Campaign Strategy for the election of governor of the Novgorod region" [9] .
Corruption in the administration of the region
On April 4, 2013, the first deputy Mitina Arnold Shalmuev was detained, suspected of stealing millions of funds allocated to the region for road repairs [10] [11] [12] .
