Komissarov, Alexey Viktorovich

Alexei Viktorovich Komissarov (April 11, 1966, Karaganda ) - Soviet and Russian military serviceman, captain of the 1st rank . He commanded the MPK-207 and MPK-116 , led the unauthorized transfer of the latter from Novoozernoye to Sevastopol in 1992 during the division of the Black Sea Fleet . From 2014 to 2016, he was the head of the administration of the Povorinsky district of the Voronezh region of Russia. Member of the party " United Russia " [1] .

Biography

Born on April 11, 1966 in the city of Karaganda . He graduated from school in Povorino [2] . From 1983 to 1988 he studied at the Higher Naval School of Radio Electronics named after Popov , specializing in radio engineer. In 1988, he joined the Soviet fleet [3] . He began his service as the head of the RTS - the commander of the BS-4 MPK-116 of the 17th brigade of anti-submarine ships. In 1991, he became assistant commander of the IPC-116 [4] .

In January 1992, the personnel of the Crimean Naval Base , which was based in the Donuzlav Bay in the village of Novoozernoye , began to take the oath of Ukraine. According to Komissarov himself, by January 1992, the oath of Ukraine was taken by the ship’s commander Karen Khachaturov , and about 40% of the ship’s crew were ready to follow his example [5] . While the commander of the ship Khachaturov was on vacation at home, on the night of April 5 Komisarov called the crew who did not take the Ukrainian oath and made an unauthorized transfer of the ship from Novoozyorny to Sevastopol [4] . Before the exit, Komissarov sent a telegram of the following content: “ We demand from the CIS heads of state an early resolution of the issue of the fate of the Black Sea Fleet and in protest of the division of the fleet that has begun and the resolution of the issue by political means, MPK-116 goes over to the city of Sevastopol. The MPK-116 crew stands for the unity of the Black Sea Fleet within the CIS. I ask my access to the raid of the main base of the Black Sea Fleet to be considered a protest against the uncertain status of the Black Sea Fleet ” [6] .

This action was supported by the commander of the Black Sea Fleet, Admiral Igor Kasatonov . After moving to Sevastopol, the city prosecutor opened a criminal case against Alexei Komissarov under the article “abuse of office” [5] . The “escape” of the ship, led by Komissarov, inspired the crew of the SKR-112 ship, which in July 1992 wished to serve in Ukraine and moved from Novoozyorny to Odessa [7] [8] . One of the ships participating in the operation to suppress the release of SKR-112 to Odessa was Komissarov’s ship MPK-116 [4] .

In the future, Komissarov remained an assistant to the new commander of the MPK-116 ship. During the passage of officer classes, two years later, he became the commander of the ship. From 1995 to 1998, Komissarov was the commander of the IPC-207 , which later received the name "Povorino" [5] . Then, from 2001 to 2003, he studied at the Kuznetsov Naval Academy with a degree in military and administrative management. In 2003, Komisarov became the commander of a separate division of rescue ships in Novorossiysk [4] .

At the end of his service in the Navy in 2006, he became head of the Novorossiysk branch of the Rossiya insurance company. In 2012, he became deputy head of the administration of the Povorinsky district of the Voronezh region. On April 11, 2014, the Povorinsky Council of People's Deputies approved it as and. about. the head of the administration of the area [9] . A few months later, Komissarov became the head of the administration without the prefix “and. about. ” [2] [10] .

At the end of December 2015, searches were conducted in the office and Komissarov’s home as part of a criminal investigation into the theft of 11 million rubles during the construction of a residential building [11] . A month later, in January 2016, he left his post for health reasons [12] [13] [14] . Concerning Komissarov, a criminal case was finally instituted under Part 1 of Art. 286 of the Criminal Code ("abuse of power") [15] . At a meeting of the Povorinsky district court in August 2017, the case was dismissed in connection with the declared amnesty for the 70th anniversary of Victory in the Great Patriotic War [16] [17] .
