Club

Ramirez began his football career in the small Argentinean club of the third division, Sporto Doc Sud , but in 1995 he returned to Paraguay and became a football player of the Cerro Cora club, where he played for 1995-1996.

In 1996, after two seasons, Cesar went to Portugal and became a player of the Lisbon Sporting . He played in the Portuguese league for three seasons, but did not become the main player. In 1997, Ramirez became vice-champion of the country, also played with the team in the UEFA Cup and the group stage of the Champions League . In total, he played 29 matches for the club and scored 2 goals.

During 1999, Ramirez played in Argentina for Velez Sarsfield , after which he signed a contract with Cerro Porteno in his homeland, scoring seven goals in 22 matches in the 2001 championship and helping his team become the country's champion. In the 2004 season, Cesar scored a record 13 goals for himself and for the second time won the championship with the team.

In mid-2005, he moved to the Brazilian Flamengo , where, however, he did not gain a foothold and at the beginning of 2007 he returned to Cerro Porteno. He defended the colors of the club until the end of his professional performances in 2010, winning his last Paraguayan title in 2009.

In the same year he made his debut in official matches as part of the national team of Paraguay .
