Hugh Dallas MBE ( born Hugh Dallas ; born December 26, 1957 , , North Lanarkshire , United Kingdom ) is a Scottish football referee who is known for his work at two 1998 FIFA World Cups . He worked as a reserve judge at the 2002 World Cup finals , also refereed the Atlanta Olympics , the 1999 UEFA Cup Finals and the UEFA Champions League matches . He worked as a judge of FIFA from 1999 to 2002 [1] .

From June 2009 to November 2010, Dallas led the Scottish Football Association Referee Training Commission [2] . He is a UEFA delegate in matches [3] .
Career
Getting started
The first match of Hugh Dallas as the referee was the game between the Scottish amateur teams Motherwell BridgeWorks and Victoria AFC, held in 1982 [4] . In 1988, Dallas took part in an international match for the first time: in the 2nd round match of the Cup Winners Cup between Sampdoria and Karl Zeiss Jena, he served as assistant referee [4] . In 1993, during one of the games of the youth tournament in Toulon between the national teams of Czechoslovakia and Portugal, Dallas, who worked as a linesman , noticed that the young Czechoslovak player was seriously injured, and within 40 seconds, he informed the chief referee of the meeting about the incident; as it turned out later, the player broke his neck when he fell, and only the timely intervention of Dallas saved his life. For this, the referee was thanked by the Czechoslovak coach Ivan Kopeckiy [5] .
Atlanta Olympics and 1998 World Cup
At the dawn of his career, Dallas was following the advice of Brian McGinley , changed his style of refereeing international matches and began to work no longer as in international matches [4] . In particular, Dallas claimed that foreign players fell and pretended to be more Scots in the national championship, so he warned that he would stop attempts of any “dives” by players in every possible way and ensure that the Scottish referees act in exactly the same way [4] . In 1996, Dallas became one of the 12 referees who were to judge the matches of the Olympic football tournament . At the Olympics, he spent three group stage matches [6] [7] [8] .
In June 1997, Dallas judged the match of the UEFA World Cup in France with the participation of Spain and the Czech Republic , where, according to him, he made the most terrible mistake in his career, having wrongly awarded a penalty for breaking the rules in the penalty against Spaniard Alfonso Perez from the Czech side goalkeeper Pavel Srnichek , although Perez fell at least two meters from Srnichek. Spain scored a penalty and won 1-0, depriving the Czechs even of a theoretical chance to continue the fight for a ticket to the World Cup [9] . In 1998, Hugh Dallas was included in the list of referees of the World Cup in France . At his first match at the World Cup between Belgium and Mexico , which ended in a draw 2: 2, the referee showed one red card to each of the teams, driving Paul Pardo and Herth Verheyen out of the field, and also awarded a penalty kick to the gate of the European team [10] [11] . Dallas was also entrusted with the quarter-final meeting, in which the championship hosts defeated Italians in the penalty shootout [12] . After almost 10 years, Dallas admitted that he was indignant that he was not taken to judge the decisive matches of that World Cup [13] .
Derby Old Firm 1999
In May 1999, Dallas was appointed referee of the two strongest Scottish clubs in history - Celtic and Glasgow Rangers - as part of the Scottish Championship . “Celtic” arranged only a victory over the “Rangers”, otherwise the “Rangers” would have won the championship. The match was held at Celtic Park on Sunday evening so that it could be shown live on Sky Sports [14] . But already at the beginning of the match, Dallas within the first minutes recorded two violations of the rules [15] , and then one of the Celtic fans hit him in the head with a coin, because of which the match was suspended for several minutes [16] . In the course of the meeting, at least four “green” fans jumped out onto the field and rushed to Dallas, and another “Celtic” fan fell from the upper tier of the stadium and was hospitalized. However, the Rangers won 3-0 and took on the Scottish title [15] .
That same evening, an unknown man threw a brick into the house of Dallas, breaking the glass [17] . Celtic turned to a behavioral psychologist, who in his report praised the actions of Dallas and condemned the abusive behavior of players and fans [18] . This became the reason that Old Firm is now held only in the mornings, and the calendar is compiled so that the matches do not fall out on the last rounds of the Scottish championship [19] [20] .
In 1999, Dallas was also entrusted with judging the UEFA Cup Final match in Moscow [21] .
Euro 2000 and AC Milan
At the 2000 European Championships, Dallas in the match between the teams of Italy and Turkey , held in the first round of Group B, appointed a very dubious penalty at the end of the meeting - in the 70th minute, the Italian striker Filippo Inzaghi faced the Turkish captain, defender Ogun Temizcanoglu in the penalty area. Dallas decided to give a penalty, despite the fact that the fact of a possible foul was not obvious [22] . Inzaghi realized a penalty and brought Italy a 2-1 victory, and after a penalty in Dallas, Turkish fans began to throw fire and threaten with reprisal [23] [24] . As a result, UEFA offered Dallas police protection. [25] His colleague and fellow countryman, Brian McGinley, is stated that Dallas made a mistake by appointing a penalty, but noted that he still remains the best judge in the UK [26] . Dallas was a reserve judge in the semifinal match between the national team of France and Portugal , in which France won in overtime with a score of 2: 1 thanks to a goal scored by Zinedine Zidane from the penalty spot [27] . Dallas was not assigned to the finals, but was not upset by this, saying that he had never thought about the possibility of such a development of events [28] . According to the results of the tournament, Ken Ridden, member of the UEFA refereeing committee, rated the work of Dallas [29] , including his management and game management skills [29] .
On March 13, 2001, Dallas at the San Siro Stadium judged the UEFA Champions League match in the second group stage in Group B between Milan and Deportivo , which ended in a 1-1 draw. A draw drew a line under the performance of “Milan” in the Champions League, which took 3rd place in the group and did not go to the quarter-finals - he was only happy with the victory [30] [31] . Fans of "Milan" were outraged by the refereeing of Dallas and began to throw fire at him on the field with fires, coins, fruits, bottles and even lighters [32] [33] . Because of this, the judge had to be removed from the field under police protection [34] [35] . In 2010, Graham Poll noted that despite this, Dallas remained an excellent referee, respected in football [36] .
2002 World Cup
Hugh Dallas worked at the World Championships in Korea and Japan and judged the group stage match of Poland and Portugal , which the Portuguese won 4-0. However, the Portuguese before the game expressed their dissatisfaction with the fact that the referee was appointed to the match, who worked in the lost semifinal of Euro 2000 [37] . He was assigned to the quarter-finals between the United States and Germany , in which an incident occurred at the beginning of the second half - in the Germans' penalty area after hitting the head of the US national team player Gregg Berhalter, the ball fell into the exposed hand of Torsten Frings [38] . However, Dallas did not give a penalty, after the game explaining that it was not a deliberate hand game, which means there could be no violation of the rules [39] . Another incident was the moment when Dallas punished Oliver Neuville with a yellow card for a foul committed by Jens Jeremis [40] . The match inspector stood up for him [41] , but FIFA noted that Dallas made “one or two blunders” in the match [39] . After the game, FIFA rewrote the Neuville yellow card on Jeremis [42] . Dallas became the fourth referee of the World Cup final between Brazil and Germany, and after the final said that the Brazilians asked him to join the celebration of the championship [43] .
On August 30, 2002, Hugh Dallas seized the UEFA Super Cup final match, which was supposed to be a farewell for him [44] , but he finalized it by the end of the year, ending his career on December 10, 2002 with the Inter - Bayer match (3: 2) of the second UEFA Champions League group stage 2002/2003 [45] . According to Dallas, in the 89th minute of the match, when Bernd Schneider played up his hand and thereby scored a goal against Inter, the most serious test came for Dallas himself. Dallas showed the yellow card to Schneider, but until he saw the replay of the match on television, he was not convinced that he had done the right thing then. Both children of Dallas were present at the farewell match, and after the match the judge received gifts in the locker room from both the Scottish FIFA referees and representatives of both participating teams of the match [4] .
In leadership posts
Having completed the career of a FIFA judge in 2002, Dallas continued to judge the matches of the Scottish Championship until the end of the 2004/2005 season, leaving a year earlier than expected from him [46] . He later became a referee observer in the Scottish Premier League , was appointed to the UEFA Arbitration Certification Commission, and also received the position of UEFA referee observer. In 2009, Dallas headed the referee committee of the Scottish Football Association [2] , but in the course of work got involved in scandals. So, he was a participant in a publicly debated dispute with the manager of Motherwell Club Jim Gannon over judicial decisions [47] [48] , and in February 2010 expressed his extreme dissatisfaction with the level of refereeing in the Scottish Championship after highly qualified referees made a number of gross errors [49] .
In November 2010, assistant judge Stephen Craven accused Dallas of putting pressure on him to support Dougie MacDonald in who judged the match between Dundee United and Celtic at Tennadis Park: MacDonald didn’t give a penalty in one of the episodes and lied, saying that there was no foul [50] . Dallas initially repeated the version of MacDonald’s events [51] , but denied all allegations of having threatened Craven. The Dallas was personally supported by the Scottish Football Association, although it promised to reconsider the attitude to the work of referees. [52] In the same month, Dallas was accused of inciting animosity on religious grounds [53] and public insult [54] , since an insulting message was sent to the Pope from Dallas email address [55] . After information about this was made public by journalist Phil Mac Gyolla Bhayn [56] , on November 10, 2010, the Scottish Football Association announced the start of a formal investigation. [57]
On November 24, the Roman Catholic Church in Scotland demanded the dismissal of Dallas from the post if the fact of the insult was proved [57] , and two days later Dallas was removed from his post, and the fact of the insulting message was confirmed by Stuart Regan , Executive Director, CFA [58] . Four more people were dismissed from their posts, of which three were reinstated. Dallas planned to sue the AFF, but the case was settled before the trial [59] . After the dismissal of Dallas in Scotland, an opinion was formed that the class of judges could be reduced. FIFA referee Craig Thomson , who celebrated Dallas' high class, expressed his hope for preserving the legacy that Hugh had left, and another judge, John Mackendrick, said that few prominent Scottish judges held such posts. [60]
In August 2014, Hugh Dallas headed the Greek Super League referee committee, and in November of that year, after the Olympiacos match for criticizing referee Ilias Spafas , a member of the 2015 football scandal who made a huge number of mistakes [61] [62] , he was immediately removed from his post [63] [64] .
Beyond Football
Until 2002, Dallas was the director of a window construction company, and in 2002 she went under external management [65] . In December 2002, Dallas was awarded the Order of the British Empire for his services to football [66] .
Hugh has two children [4] . One of his sons, Andrew , also became a football referee [13] , making his debut in 2015 and becoming the judge of first youth tournaments, and then adult European cup matches [67] . According to the release of the Fantasy Football League program, Dallas participated in the Family Fortunes game show (the British version of Family Feud ), and after the career of a judge, he often acted as a motivational speaker. In 2008, Dallas judged a charity match as part of the Soccer Aid program replacing the injured Pierluigi Collina [68] .
