The tournament was attended by 16 teams, distributed at the preliminary stage into 4 groups of 4 teams. In each of the groups, the teams played one match with each other. The two best teams from each group continued the struggle for places 1 through 8 in the playoff system. Teams that took 3rd and 4th places in groups played places from 9th to 16th.
The Russian national football team was formed on the basis of KAMAZ Major League football club Naberezhnye Chelny : the national team included only one legionnaire from another club - Rustem Khuzin from Kazan Rubin .
