Biography

Victor Petrovich Potapov was born [ where? ] November 12, 1959.

In 1977, Potapov began serving in the internal affairs bodies. In 1981 he graduated from the Omsk Higher Police School of the Ministry of Internal Affairs of the USSR [1] . From 1981 to 1994 he served in the criminal investigation department of the police department of the Volgodonsk city executive committee of the Rostov region [1] . Starting his service as a senior inspector, he rose to the rank of head of the criminal police [2] .

In 1994, he was appointed head of the police department of the Volgodonsk (rural) district of the Rostov region, and in 2004 - head of the police department in the city of Volgodonsk. In March 2005, as the head of the Volgodonsk Internal Affairs Directorate, Potapov led negotiations on the seizure of city bus No. 51. A 30-year-old man with a hunting rifle demanded that passengers leave the cabin, and declared the driver and conductor hostage. Threatening with weapons, the invader ordered to go towards Rostov-on-Don. On the way, the bus that accompanied the police cars stopped, and Potapov persuaded the armed man to let the conductor and the driver go, and then surrender without any resistance [3] .

In 2007-2009 he worked as the head of the training center of the Central Internal Affairs Directorate in the Rostov Region. In October 2009, he was appointed deputy chief of the Main Department of Internal Affairs in the Rostov Region for economic security.

November 10, 2010 Viktor Potapov was awarded the title of Major General [2] .

On April 14, 2011, by decree of the President of the Russian Federation Dmitry Medvedev, Viktor Potapov was appointed head of the Kursk department of the Ministry of Internal Affairs and replaced Viktor Bulushev, who was dismissed on April 1 of that year [4] .

On March 21, 2014, Moscow hosted an expanded meeting of the board of the Ministry of Internal Affairs of Russia, during which, according to the deputy chairman of the State Duma Committee on Security and Anti-Corruption Alexander Khinshtein, Viktor Potapov was relieved of his post as head of the Kursk Regional Department of the Ministry of Internal Affairs with the wording “for bad work” [5] [6] .
