Solodov, Vladimir Viktorovich

Biography

Born July 26, 1982 in Moscow.

In 2002, he studied at the Institute of Political Sciences in Paris, France (Institut de Sciences Politiques de Paris).

In 2004 he graduated from the Faculty of Public Administration of Moscow State University. M.V. Lomonosov.

In 2004-2007 studied at the Graduate School of Moscow State University. Lomonosov.

In 2007 he defended his thesis on "E-government as a tool for transforming public administration." PhD in Political Science.

From 2005 to 2013 Engaged in teaching and research at the Faculty of Public Administration of Moscow State University. He went from assistant to associate professor of the department of theory and practice of management. He headed the Center for New Technologies of Public Administration, was engaged in expert work and organization of project activities, development and launch of training programs for civil servants.

In 2013, he headed the ASI Young Professionals Projects and Practices Department. He was responsible for the selection and support of projects in the field of professional staff development, took part in the launch of the Global Education program. He also participated in the organization of sessions on the development of projects for the territories of the priority development of the Far East.

Public service

April 6, 2015 was appointed Deputy Plenipotentiary Envoy of the President of the Russian Federation in the Far Eastern Federal District, Yuri Trutnev. He oversaw issues of social and economic policy, the implementation of public projects and patriotic education.

On August 1, 2017, he became Chairman of the Board of Directors of the Far East Development Fund (founder - Vnesheconombank). V.V. Solodov took an active part in working to systematically increase the attractiveness of the regions for investment, removing the administrative barriers of existing and emerging enterprises, including residents of the territories of priority social and economic development and the free port of Vladivostok.

On June 26, 2018, he was appointed Acting Chairman of the Government of the Republic of Sakha (Yakutia).

Scientific activity

Author and co-author of more than 30 articles on public administration, including “E-Government and the fight against corruption” (2006), “Electronic bureaucracy: post-bureaucracy or super-bureaucracy” (2007), “Mobile services as a tool to improve the quality of public services "(2009)," Modeling consumer behavior "(2012).
